Description

1. Introduction/Purpose The FAA has a continued requirement for a real-time information platform which integrates technology and resources to deliver all-hazards information collection and analysis into a proactive risk management application. The nature of this market survey is to determine the general availability of a small business concern to provide a turn-key COTS solution meeting all of the Government ™s requirements. It is anticipated that this requirement will be for a one (1) year base and two (2) additional one (1) year options. The platform should deliver the following capabilities at a minimum: 24/7/365 gathering, analysis and dissemination via web portal and email lists real-time all hazards risk and intelligence information. In-depth analysis and synthesized products derived from raw all-hazards information by subject matter experts. Customer customizable and managed reporting parameters including recipient lists. Selective reporting based on geographic and/or threat type parameters. Available in a smartphone app with GPS-assisted tracking and alerting. Weather-related information with ActivWeather to further enhance situational awareness. 2. Incumbent Contractor NC4 Inc. 100 North El Segundo Blvd., Suite 200 El Segundo, CA. 90245 3. Nature of Competition The nature of the acquisition strategy has not been determined, however, unrestricted competition or a set-aside will be chosen depending on the responses to the market survey. 4. Standard Language (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and responses will not be returned; (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense; (e) The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey; (f) Respondents will not be notified of the results of this survey or results of information submitted and (g) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. 5. North American Industry Classification System (NAICS) Code 519130 “ Primary Internet Publishing and Broadcasting and Web Search Portals. 6. Submittal Requirements for Market Survey (a) Capability Statement: Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in Attachment A and examples of corporate experience for similar work. This statement should not exceed five (5) pages in length. (b) Any assertion by a business concern of it ™s standing as a certified small business will be validated in the System for Award Management (SAM). 7. Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Contracting Officer at frank.whalen@faa.gov no later than 3 PM EST on March 15th 2017. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted. 8.
