- Amendment 3 The purpose of this amendment is to change the way the requirement is going to be procured from 100% Hub Zone Small Business Set-Aside to 100% total Small Business Set-Aside. The new POC is Allison Miller ( allison.miller1@navy.mil ; 732-323-2902). The Naval Air Warfare Center Aircraft (NAVAIR) Division Lakehurst, NJ on behalf of the NAVAIR KC-130J Support Equipment Program has a requirement for six (6) tow bar units (P/N 55J22139-4). This posting replaces N68335-16-T-0118. If you received a drawing package under posting N68335-16-T-0118 or N68335-16-T-0421 please inform the POC listed below. This procurement does contain a drawings package. This requirement shall meet a set of minimum requirements per drawings. Due to items in the drawing package being export-controlled, all requests for the data shall be in writing and shall contain a certified copy of a DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, please contact Defense Logistics Information Service (DLIS) in Battle Creek, MI at (800) 352-3572 or visit the Internet at http://www.dlis.dla.mil/jcp. The certified DD Form 2345 and your written request shall be sent to Ms. Allison Miller, allison.miller1@navy.mil. Drawings will be provided to all potential vendors who provide a valid copy of their approved DD Form 2345 within the 15 day extended pre-solicitation period. The 6 tow bar units (P/N 55J22139-4) shall be manufactured in accordance with the drawings package for this requirement. The Government intends to compete this requirement as a 100% total Small Business Set-Aside. The resultant contract will be a firm fixed price contract. This acquisition will be 100% total Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 332216 and the Size Standard is 750 employees. Updated Solicitation is attached as Amendment 3 (N68335-16-T-0421-P00003). Small Businesses shall obtain a DUNS number, a CAGE code, and register in the System for Award Management (SAM) located at https://www.sam.gov/portal/public/SAM/ in order to transact business with the government. Failure to obtain a DUNS number, a CAGE code and register in the SAM may result in the delay of award of a contract or possible award to the next otherwise successful offeror.
