Description
Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Design-Bid-Build Solicitation Number VA101-17-R-0341 for construction of the Pikes Peak National Cemetery, 10545 Drennan Road, Colorado Springs, El Paso County, Colorado 80925. The Pikes Peak National Cemetery is a new 374-acre VA national cemetery in the southeast portion of Colorado Springs. This requirement is being procured as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. The SDVOSB Offeror must be a General Construction company with an approved NAICS Code 237990, Other Heavy and Civil Engineering Construction, Size Standard $36.5 million and bonding capacity. Offerors are advised that proposals may be submitted with or without Project Labor Agreement (PLA) in accordance with FAR 52.222-33 and FAR 52.222-34. This project will develop approximately 7,100 gravesites for casket interment, 4,500 columbarium niches, 2,925 in-ground sites for cremated remains for a total of 13,225 interment sites. The project will also include an ossuary and memorial walls to commemorate those whose remains are not available for interment. To optimize the use of available land for gravesites, the project will install pre-placed concrete crypts. In addition to the gravesite development, the construction includes access roads and entrance area, flag/assembly area, committal shelters, an administration building/public information center with electronic gravesite locator and public restrooms, maintenance complex, honor guard building, memorial walkway/donations area, site utilities and improvements, drainage, signage, site furnishings, fencing, landscaping, and irrigation system. This is a multi-phased project. Phase 1 will include an early turnover burial area, with temporary administrative and maintenance facilities, temporary committal shelter, minimal roads and utilities within 12 months of Notice to Proceed. The total Phase 1 work is to be completed within 990 calendar days of receipt of Notice to Proceed and will develop approximately 65 acres to provide for about ten years of burial capacity. This procurement is for Phase I only. Once cemetery construction gets underway, VA will hold a public dedication ceremony. The first burials are expected to begin approximately 12 months after the start of construction. The successful SDVOSB Offeror shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for construction of the project as defined by the Request for Proposal (RFP). The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. The magnitude of construction cost for this project is more than $10,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $36.5 Million. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB offeror must be registered in the System for Acquisition Management (SAM) database at https://www.sam.gov and listed in the Vendor Information Pages database at http://www.VetBiz.gov prior to proposal submission. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of the solicitation documents from FedBizOpps, which is anticipated to be available after March 16, 2017. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications, and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in FedBizOpps and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by eMail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE/SITE VISIT: Pre-proposal conference information will be provided in the Solicitation. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposals. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussions. Proposals will be due to the Contracting Officer approximately 45 days after the RFP has been posted on FedBizOpps.
