- 2 March 2017 Change: Please note the change in NAICS and classification code Industry Day Announcement Arm Disarm Switch Replacement (ADSR) Program The purpose of the Arm Disarm Switch Replacement (ADSR) Program is to replace the current design used on the Minuteman III (MM III) weapons system. The existing design, referred to as the Arm/Disarm (A/D) switch, Part Number (P/N) 7300-13, is currently used on the weapon system. The new design will be referred to as the Arm Disarm Switch (ADS). The Air Force anticipates awarding two contracts for this program. The first being a combined Engineering & Manufacturing Development (EMD) contract with some initial production options, and the second will be for the production of the ADS. Due to the requirements of this program, only US Department of Defense (DoD) Contractors are eligible for award of either of these contacts. To obtain industry input on the program, the Air Force Nuclear Weapons Center, Intercontinental Ballistic Missile Systems Directorate will be holding an industry day to obtain feedback on different aspects of the ADSR Program as well as the acquisition strategy for the EMD and Production contract. The industry day will consist of two parts. The first part will be an Air Force provided presentation regarding the basics of the program and the pre-decisional contract strategy for EMD and Production. The presentation will be followed by one-on-one sessions-see below for eligibility requirement. The purpose of the one-on-one sessions is to have an interactive discussion about the program. Interested parties are not required to attend both parts of the industry day. However, since the purpose of one-on-one sessions is to have an active discussion with industry feedback, information covered in the presentation will not be re‑presented in one-on-one sessions. Therefore, parties who sign up for a one-on-one sessions are highly encouraged to attend the presentation session. The Draft Statement of Objectives (SOO), industry day questions, and an industry day registration form are attached to this industry day announcement. Parties meeting the eligibility requirement (see below) may request Interface Control Drawings (ICD) and a draft specification by indicating their request on the industry day registration form. The Air Force is interested in receiving feedback about the contents of these documents and the acquisition. As such, industry day participants must complete answers for industry day questions and submit those answers by 20 March 2017-answers should be limited to no more than two paragraphs per question. Detailed discussions in one-on-one sessions regarding content in these documents and the acquisition would be greatly appreciated. Additionally, the Air Force is interested in understanding interested parties capabilities. One-on-one session attendees may present capability statements, but these will be limited to no more than 15 minutes. Industry day will be held in Building 1575 located at: 6006 Wardleigh Road Hill Air Force Base, Utah 84056 The presentation portion of industry day will start at 10:00 a.m. Mountain Time on 29 March 2017. One-on-one sessions will be scheduled following the presentation and may go through 30 March 2017. They will last up to one hour each depending on participation. Parties should limit the number of participants in their one-on-one sessions to seven people. The Air Force will attempt to accommodate requests for a particular time for a party's one-on-one sessions, but depending on different factors, it may not be possible to meet at a requested time. Parties interested in attending industry day, should complete the attached industry day registration form, and submit it to Dan Scheer at dan.scheer@us.af.mil. Industry day questions and answers should also be submitted to Mr. Scheer by email. Industry day registration forms and completed industry day questions must be received no later than 4:00 pm MT on 20 March 2017 (registration forms and industry day questions can be submitted at different times, but must be submitted by the deadline). Late submissions will not be considered. If an interested party has an issue with submitting the form by email or has any additional questions, please contact Mr. Scheer (contact information listed below). Once received, parties will receive information about attendance, including, if applicable, a date/time for one-on-one sessions. Participants should be aware BAE Systems and LSI Inc. will be assisting the Air Force with this program, and some of its individuals will be attending the presentation portion of industry day. BAE Systems and LSI Inc. individuals may attend one-on-one sessions, but if an interested party has an issue with discussing company information, these individuals will be excused. While this precaution is in place, proprietary information should not be discussed at/during the presentation portion of industry day. Further, participants should let the Air Force know what information is proprietary and any materials provided to the Air Force should be appropriately marked. By appropriately marked, the Air Force means proprietary information is marked as such and information that is not proprietary such as logos or sayings should not be marked. Participants should review the information provided to determine whether it really is proprietary or not as over-marking can cause issues. Further, the Air Force will be taking notes at one-on-one sessions, and notes of a participant's session will be provided to that participant after industry day as soon as possible. If a one-on-one participant approves the attendance of BAE Systems and LSI Inc individuals, the notes of those sessions will be seen and used by BAE Systems and LSI Inc. individuals as well as the Air Force. Other than this exception, one-on-one participant's notes will not be provided to another non-Government participant at any time. However, to ensure a fair competition, information gained from any part of industry day that is not proprietary but applicable to the acquisition/program will be provided to other participants in the form of notes on FedBizOpps. Eligibility Requirement: This acquisition involves critical military technology, and some technical documents necessary for performance of this contract contain export controlled data. As such, to be eligible for award, contractors must be US DoD contractors with a DD 2345 certified by the Defense Logistics Information Service, Joint Certification Program (1-877-352-2255) and have a legitimate business purpose. Further, because critical military technology may be discussed during one-on-one sessions and is contained in the Interface Control Drawings as well as the draft specifications, parties must have a certified DD Form 2345 to attend the one-on-one sessions or to receive these documents. This certification is not required to attend the presentation session of Industry Day. Contractors who are not certified, but anticipate certification will be completed before 28 March 2017 can provisionally register for a one-on-one session, but if certification is not actually completed by the 28 March 2017 deadline, a one-on-one session cannot be held with that contractor. Additionally, technical documents will not be provided to a contractor until the certification is actually obtained. Contractors who would like to become certified can find the form and instructions at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx Interested parties are advised that certification of a DD Form 2345 may take time, so completion and submission of that form as soon as possible is highly recommended. This is an industry day announcement. An industry day does not guarantee a solicitation will be released. The Air Force reserves the right to decide whether a solicitation is released and the terms of that solicitation. Further, the Air Force will not pay for costs or expenses associated with industry day or for information provided in association with industry day.
