THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia is in the process of determining the acquisition strategy and market capability for providing Roleplayer Services in Glynco, GA This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Please note that the solicitation number used for this sources sought may be different from the one that will be used in the pre-solicitation notice. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. The Government does not intend to award a contract on the basis of this sources sought or to otherwise pay for the information solicited. Respondents should not construe this announcement as a commitment by FLETC for any purpose. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by a potential offeror or their employees regarding this requirement is strictly prohibited. Please do not request a copy of a solicitation, as one does not exist. The purpose of posting this RFI is to locate experienced service providers capable of and interested in performing a non-personal services contract that provides Roleplayer Services at Glynco, Georgia. Analysis of the quantity and quality of responses to this sources sought synopsis will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Responses are welcomed from all interested and capable firms. The summary of services is as follows: The anticipated period of the Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract is April 1, 2018 through March 31, 2023 with one (1) base period and four (4) one-year option periods and a 30 day phase-in. The resultant contract will be a IDIQ, Firm Fixed Price Contract. The solicitation will be issued electronically and will be available for viewing at the following website: the FEDBIZOPPS.GOV at https://www.fbo.gov. The North American Industry Classification Systems (NAICS) Codes proposed for this requirement is 561320. Comments on this NAICS and suggestions for alternatives must include supporting rationale. This NAICS Code is subject to change if necessitated by the responses to this Sources Sought. FLETC Glynco, Georgia is interested in obtaining information from industry that will help to support a determination of the appropriate set aside category for the acquisition strategy. All categories of small business are encouraged to respond to this request. The Government is requesting interested businesses who feel they can fully support this requirement, furnish the following information in the subject line of the email: (Header: Roleplayer Services), and the following information listed below. Note: responses shall be no more than 20 pages. 1) Capability Statement to include experience with similar projects of a comparable magnitude. Capability statement should include your firm's general background, experience, qualifications and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies. 2) Company name, address, point of contact, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, and e-mail address. 3) Please include type of business (small, small disadvantaged, woman-owned, HUBZone, serviced-disabled veteran-owned small business, etc.) under North American Industry Classification System (NAICS) 561320. Submit capabilities packages and routine inquiries concerning the Sources Sought to Erin Wofford, FLETC, 1131 Chapel Crossing Road, Bldg 93, Glynco GA 31524, or e-mail erin.wofford@fletc.dhs.gov. This sources sought is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government. Responses are due in this office no later 8:30 a.m. EST, on March 16, 2017. Brief description of this requirement is as follows: The Contractor shall provide Roleplayer Services at The Federal Law Enforcement Training Centers (FLETC) Glynco, Georgia. The FLETC requires morning, afternoon, and evening roleplayer support for training exercises. Required services of this acquisition include, but are not limited to: hiring; training; preparation; reporting; scheduling of roleplayers and inspections, and providing prepared roleplayers to support reality based law enforcement training exercises. Examples of these services include, but are not limited to: Standardized Field Sobriety Test (DMD wet lab); practical exercise facility monitoring; Technical Library management; scenario packages; prop and protective gear inventory database maintenance; issuing, cleaning of prop and protective gear; the purchasing and maintenance of props and protective gear; and other duties/services. Training exercises are normally for two (2) or four (4) hour blocks ranging from 6:30 a.m. to 6:00 p.m. Training exercises may start before 6:30 a.m. with the possibility of exercises lasting until 12:00 midnight. The length of each exercise is determined by the scenario package(s) specified in the monthly Roleplayer Work Order. Exercises are scheduled concurrently with numerous exercises at different locations. FLETC and the Partner Organizations training curriculum includes over 718 programs utilizing over 550 training exercises on average per month requiring roleplayer support. A normal training day may utilize in excess of 170 roles to support 30 exercises and multiple scenarios. Many roles are on-going on a concurrent basis. The roleplayer staff may exceed 300 part-time roleplayers. The normal duty hours for this contract are from 6:30 a.m. to 6:00 p.m. Monday through Friday, excluding Federal holidays. The Contractor shall be required to issue props for exercises scheduled before and/or after normal duty hours. During the normal duty hours, the Government requires the RPSS' main office be staffed by either the Program Manager or the Alternate Program Manager and daily administrative staff required to support the requirements of this acquisition. Outside of normal duty hours is prior to 6:30 a.m. and after 6:00 p.m. Monday through Friday, Saturdays, Sundays and Federal holidays as necessary when scheduled on the Roleplayer Order in the Student Administration & Scheduling System (SASS) to support the student training mission at the FLETC. The Government requires one (1) employee responsible for issuing props and (1) employee authorized to contact Roleplayers in order to handle "no shows" to be on site 30 minutes before the first exercise of the day and 30 minutes following the start time of the last exercise of each day. For example, if an exercise is scheduled for 6:30 a.m.; one (1) employee responsible for issuing props and (1) employee authorized to contact Roleplayers in order to handle "no shows" shall be onsite at 6:00 a.m. The Contractor shall manage the total work effort associated with the requirements of this Contract to assure adequate and timely completion of these services. All employees assigned by the Contractor to the performance of work under this contract shall be capable and experienced in the type of work they are assigned or be given on the job training by the Contractor. All Contractor employees must be physically and mentally capable to perform the essential functions and demands of their assigned work in a safe and effective manner.
