Description

The Department of Veterans Affairs, VISN 7, intends to award a sole source contract to Practicelink, LTD to purchase a renewable 5-job slot package with physician database access. The contract shall include a base year and four (4) additional option years for a total of five (5) years. The database will be used based on current critical needs in physician recruitment and staffing as well as providing access to a database of over 51,000 active physicians that can be potentially sourced and attracted to key critical physician vacancies at the Dorn VA Medical Center at, 6439 Garners Ferry Road, Columbia, SC 29209. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joseph M. Locke, Contract Specialist at joseph.locke@va.gov. Phone number: 803-776-4000, Ext: 7814 by August 8, 2016 no later than 2pm EST. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 813920- Other Professional Organizations. This is for informational purposes only and not to be considered as a commitment by the Government. Any information submitted to this notice of intent is voluntary. Responses to this notice are due no later than March 6, 2017. PERFORMANCE BASED WORK STATEMENT Practicelink, LTD (On-Line Job Data Bank) GENERAL: WJB Dorn VAMC Human Resources requests to purchase a renewable 5-job slot package with physician database access for an annual cost of $4995.00 plus four option years for a total cost of $24,975. This is a reduced rate that was negotiated for the VA VISN recruitment group. The database will be used based on current critical needs in physician recruitment and staffing as well as providing access to a database of over 51,000 active physicians that can be potentially sourced and attracted to key critical physician vacancies at the Dorn VAMC. BACKGROUND: Practicelink is the nation's most trusted physician recruitment resource and is the leading online recruitment solution for more than 5,000 facilities nationwide. In addition to its premier online physician job bank, Practicelink publishes the award-winning Practicelink Magazine, which provides career resource information for 80,000+ residents, fellows and job-seeking physicians each quarter. PERIOD OF PERFORMANCE: Access will be for one year upon award of contract, plus 4 option years. PLACE OF PERFORMANCE: On-line recruitment database. DAYS AND HOURS OF OPERATION: Monday - Friday, 8:00 a.m. to 4:30 p.m. excluding federal holidays. PERFORMANCE REQUIREMENTS: Practicelink will provide access to their physician database to post five vacancies at a time. Two designated HR professionals who work in a physician recruitment role will have this access. The HR professionals will also have unlimited access to search the Active Candidate Database. 7. INVOICES: Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor, validated by the Contracting Officer's Technical Representative (COTR), and submitted to VA FSC, P. 0. BOX 149971, AUSTIN, TX 78714. A properly prepared invoice will contain: Invoice Number and Date Contractor's Name and Address Accurate Purchase Order Number Supply or Service provided Total amount due
