Description
The Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel, and vehicles, except as otherwise provided herein, required to perform mowing, cleaning, and herbicide application services at the J. Edward Roush Lake project areas, as specified and in strict accordance with all terms, conditions, general, specific and technical provisions, drawings, attachments, exhibits, etc., contained herein or incorporated by reference. The Contractor's work and responsibility shall include all planning, programming, administration, management, supervision, communications and inspection necessary to assure that all services are conducted in accordance with the contract requirements and all applicable Federal, State and local laws and regulations. The Contractor is required to attend a pre-work meeting to be scheduled by the Technical Point of Contact (TPOC), who is the Natural Resources Project Manager for J. Edward Roush Lake. Note: This solicitation contains an option clause to extend the awarded contract for up to two (2) additional one-year periods. The one-year option periods are as follows: Option Year 1: 01 January 2018 through 31 December 2018 Option Year 2: 01 January 2019 through 31 December 2019 One Indefinite Delivery/Indefinite Quantity (IDIQ) award will be made from the RFQ. This procurement is 100% set-aside for Small Business, NAICS 561210 ($38.5 million). Note: The contract award will be based on Best Value to the Government. Factors to be considered are Applicable Work Experience, Past Performance, and Price. The offeror must complete the Price Breakout schedule. Past Performance is the first factor to be considered, followed by Applicable Work Experience (business experience and key personnel qualifications), and finally Price. Applicable Work Experience (business experience and key personnel qualifications) and Past Performance, when combined, are equal to price. The tables below will be used in determining the Offeror's Experience and Past Performance.
