Description
This is NOT a solicitation for proposals, proposal abstracts, or quotations. This is a Sources Sought notice to determine what size companies are able to perform this requirement. The purpose of this notice is to obtain information regarding: 1. The availability and capability of qualified small business sources; 2. Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and 3. Their size classification relative to the North American Industry Classification System (NAICS) code 541990. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. A. Background The Laboratory of Parasitic Diseases (LPD) conducts basic and applied research on the prevention, control, and treatment of a variety of parasitic and bacterial diseases of global importance. The work of the group is largely directed toward the identification of immunological and molecular targets for disease intervention. The pathogens studied include parasitic protozoa ( Leishmania, Toxoplasma, Giardia, Plasmodium, Trypanosoma cruzi, Cryptosporidium, Entamoeba ) and helminths ( Filariae, Schistosoma, Strongyloides, Taenia ) as well as non-parasitic agents (e.g., mycobacteria). B. Objective: The purpose of this contract is to provide NIAID with approximately 110,000 infective larvae and adult worms of the filarial parasite Brugia Malayi per year. The contractor will be required to furnish all the necessary services, personnel, materials, equipment, and facilities not otherwise provided by the Government. The contractor shall furnish the specific strain and quantities of these parasitic worms according to the required procedures. The primary objective for the use of these parasites is for studying human immunity to Filariasis, a disease which causes elephantiasis in human, and to develop an appropriate vaccine for the infection. C. Requirements: 1. The Contractor shall provide the required technical support within specialized facilities capable of adequately meeting the requirements of large production of B.malayi infective larvae and adult worms in addition to other related parasites. Requirements include large walk-in facilities with tightly controlled conditions of humidity (70 to 90%) and temperature (26 to 28 degrees centigrade). The facilities must be continuously monitored for any fluctuation of temperature and humidity which would result in uncalculated metamorphosis of the infected larvae. 2. Propagation of Mosquitoes Stock colonies of adult A. aegypti shall be kept in one-gallon, paper oyster cartons. A sugar cube shall be placed on the nylon screen covering the carton to provide nutrition for the mosquitoes and water shall be provided as needed in cotton balls. When eggs are needed, female mosquitoes shall be membrane-fed on either non-infected jird or dog blood. These eggs may be stored in a dry container for approximately one year and hatched as needed. The mosquito larvae shall be reared in one-pint mason jars (200 larvae/jar) to which defined culture media has been added to start the culture. Increasing amounts of food shall be added daily. The larvae food will consist of the following: (1) one part crushed rat chow, (2) one part Brewer’s yeast and (3) one part lactalbumin. This shall be sifted through a 40-mesh screen prior to use. 3. Infection of Mosquitoes and Collection of Infective Larvae For mass production of infective larvae, approximately 400 female pupae and 100 male pupae shall be allowed to emerge into one-gallon oyster cartons. The center part of the lid shall be removed and the lid shall be replaced with nylon screening. The lid shall also be taped to the carton as a precautionary measure. When small numbers of adult mosquitoes are to be infected, up to 100 female pupae shall be allowed to emerge into leucite cylinders 4 inches in diameter and 5 inches high. These cylinders shall be covered at one end with bobbinet and secured to metal stands by a rubber band. Mosquitoes in both types of cages shall be allowed to feed on a sugar cube and water contained in cotton balls which are placed on the nylon screen or bobbinet. 4. Infective Larvae Infective larvae of B.malayi will be produced in Aedes aegypti (Liverpool strain) and collected by procedures used routinely in the laboratory. The larvae will be counted and treated as follows: · Stored at -80°C in a freezer until requested or the end of the contract period. · Injected intraperitoneally into jirds, or suspended in media 199 and shipped immediately to LPD by air express. · Sixty to ninety days later, adult worms will be collected from the peritoneal cavity of jirds and stored at -80°C until needed or suspended in media and shipped immediately by air express. D. Submission of Capability Statement and Delivery Instructions: In 10 pages or less, respondents should submit a capability statement of their organization which demonstrates their ability to supply the above requirements (see paragraph C. Requirements). Responses must reference the sources sought number and include the following: 1. Name and Address of the Company, DUNS number. 2. Size and type of business, pursuant to the applicable NAICS code 541990 3. Point of contact with name, title, address, phone, fax and email. 4. Capability to provide the specifics of this requirement, with appropriate documentation supporting claims of organizational and staff capability. 5. Examples of prior completed Government contracts, references, the dollar value of that work, and other related information; 6. List of organizations to whom similar types of services have been previously provided and the dollar value of that work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. F. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). A company of any size may submit a Capability Statement for this announcement.
