Description
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) is committed to testing and characterizing a Solid Oxide Fuel Cell (SOFC) stack for future UUV applications. As part of this effort, NUWCDIVNPT needs to procure a 1kW SOFC stack for evaluation. Unique stack geometry and low operating temperature are seen as critical to NUWCIVNPT's current technology assessment effort. NUWC's minimum requirement is for the Contractor to develop and build a 1kW SOFC stack as well as provide technical support for the fuel cell stack testing. This effort includes acceptance testing of the fuel cell stack and delivery of the stack to NUWCDIVNPT for loan. Key requirements include: 1) Build and condition a SOFC stack capable of producing 1 kilowatt (kW) of power, with operating temperature below 600 degrees Celsius, and with a maximum volume of 6 liters and 12 kilograms. 2) Conduct the acceptance test that involves operating the stack under ambient conditions and provide the results to the Government 3) Pprovide the necessary mechanical and electrical interfaces as well as gas flow manifold to allow integration of the stack into NUWCDIVNPT's test stand. 4) Deliver the fuel cell stack to NUWCDIVNPT. 5) Support meetings remotely and provide on-site test support. NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to Ceres Power Ltd. of Viking House, Foundry Lane, Horsham, West Sussex, United Kingdom (CAGE Code U0CJ8). Ceres Power is a large business under the relevant NAICS Code 541330. Ceres Power is the only company able to produce a SOFC stack that operates below the required temperature. Furthermore, Ceres Power has demonstrated that this stack is highly stable to thermal and redox cycling. Per FAR 6.302-1(a)(2), full and open completion need not be provided for this requirement as the services required by the agency are available from only one responsible source. The cost and time required to develop a similar system would far exceed the funding and timeline contraints of this stack evaluation effort. The Period of Performance will be nine (9) months after date of award. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement will be processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541330; the size standard is $15.0M. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional details will be released upon issuance of Request for Quote (RFQ) No. N66604-17-Q-0791. The RFQ is anticipated for release on or around 17 March 2017.
