MARKET SURVEY/REQUEST FOR INFORMATION FOR AIRMAN CERTIFICATE TESTING SERVICES NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED OR EMAILED TO THE CONTRACTING SPECIALIST, CONTACT INFORMATION BELOW. THE FAA MAY CONTACT RESPONDENTS TO ACTIVELY PARTICIPATE IN COMMUNICATIONS. THE GOAL OF THIS MARKET SURVEY IS TO IMPROVE THE STRUCTURE OF THE ACQUISITION, THE ANTICIPATED SOLICITATION AND ULTIMATELY THE QUALITY OF THE COMPETITION MARKET SURVEY/REQUEST FOR INFORMATION FOR AIRMAN CERTIFICATE TESTING SERVICES The Federal Aviation Administration (FAA), Airman Testing Standards Branch (AFS-630), Mike Monroney Aeronautical Center (MMAC) is seeking interested sources that are capable of providing: 1. development, assessment, maintenance and enhancement of test items, exams and supplementary test materials with automated tools and academic expertise, and 2. web-based delivery of 125,000 airman exams a year at proctored domestic locations that provide the same geographic coverage as current testing locations found in Section 8.2.2.3 of the (draft) Statement of Objectives (SOO), attached; as well as 2,500 exams a year at international, military and ad-hoc test sites. It is anticipated that a zero (0) dollar contract award will be awarded to meet this requirement. The successful Vendor will assume the responsibility for the airman knowledge testing requirements in the SOO on a no-cost basis to the Federal Government. The Vendor will not be reimbursed by the Federal Government for fees, costs, or any other charge or expense. The Vendor will be expected to cover its costs and any profit by charging reasonable testing fees to applicants. The FAA reserves the right to set a maximum testing fee, which is $160 per test, for this contract. The Federal Aviation Administration (FAA) contemplates award of an Indefinite-Delivery/ Indefinite-Quantity (IDIQ) Task Order contract with a term of a two (2) Year Base Period and eight (8) one (1) Year Option Periods. The FAA is conducting market research to improve its ability to materially improve the Government s understanding of the current state of the marketplace including commercial and Government best practices, industry capabilities, innovative delivery approaches, and commercial market service levels/performance strategies and measures. The FAA is actively seeking information from industry regarding: -Best practices and challenges to implementation, -Potential risks and risk management techniques, -current technology and logistics specific to the requirement, -Questions and/or suggestions regarding the draft Statement of Objectives (SOO), -Rough Order of Magnitude (ROM) estimates for budgetary purposes only, -estimated timeframes for completion of anticipated phases IAW the draft SOO, -Pricing strategy and how to most effectively and efficiently achieve the required outcome. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is NOT seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified services as outlined within the draft Statement of Objectives (SOO) as well as feedback regarding the information above. The principle North American Industry Classification System (NAICS) code being considered for this effort is 611710, Educational Support Services, with a size standard of $15 Million Interested firms are required to submit proof of registration in the System for Award Management (SAM) and a copy of their SBA 8(a) certification letter, if applicable. In order to make the determination, the FAA requires the following from interested vendors in accordance with the draft Statement of Objectives: 1. Capability Statement - This document should identify: - Type of Training provided by your firm; -Size and type of training provided by previous contracts (provide detailed information and past performance) -Expected approach, respondents must provide their strategy for accomplishing this work. 2. Questions or comments regarding the attached draft Statement of Objectives. Once again, the Government is actively working to better understand the commercial market place and best practices. 3.
