Draft SOO for Credentialing INTRODUCTION: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; and (2) whether they are Native-owned businesses; small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses. The North American Industry Classification System (NAICS) code for the proposed acquisition is 518210. Your responses to the information requested will assist the Government with its acquisition set-aside determination. BACKGROUND: The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The mission of IHS is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level and assure that comprehensive, culturally acceptable personal and public health services are available and accessible to members of the 567 federally recognized Tribes across the United States. The Indian Health Service (IHS) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the planning, acquisition and implementation of a Commercial-Off-The Shelf (COTS) enterprise credentialing management solution. Implementation shall support data collection redesign, business process redesign, change management, and sustainability planning across nine Areas and IHS Headquarters (HQ) in accordance with the draft SOO dated 3-2-2017. Companies shall discuss their relevant past performance. The result of this market research will contribute to determining the method of procurement. The goals of the RFI: • Identify if any small businesses are capable and have recent (3-5 years), and relevant past performance to plan, acquire and implement a COTS credentialing solution. • Determine what COTS or equivalent products are technically capable of meeting the government's business, management and technology objectives identified in the draft SOO dated 3-2-2017. DESCRIPTION OF REQUIREMENT: The intent of this RFI is to obtain information necessary to assist IHS in developing a strategy for planning, acquiring, and implementing a COTS credentialing management solution in at least 9 IHS service Areas as defined in the draft SOO dated 3-2-2017. RESPONSE INFORMATION: THE CAPABILITLY STATEMENT PRESENTED MUST CLEARLY DEMONSTRATE THE CONTRACTOR'S EXPERTISE AND EXPERIENCE IN supporting data collection redesign, business process redesign, software implementation, and change management to support process improvement for credentialing and/or privileging licensed independent practitioners for a multi-site health system in geographically disbursed regions. The capability statement shall sufficiently address how the credentialing solution will be acquired and implemented. The methodology must ensure that the interested vendor has the capacity to successfully provide services to implement and sustain an enterprise credentialing management solution in a multi-site health care system located in geographically disbursed locations to implement the proposed solution. In particular, responses SHALL ADDRESS EACH OF THE FOLLOWING INFORMATION to be considered a complete and compliant response. Complete the market research questionnaire at the end of this notice. INSTRUCTIONS TO INDUSTRY: All interested parties are encouraged to respond. Responses must directly demonstrate the contractor's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes the following information: a. Company Name b. Company primary point of contact, mailing address, and telephone number(s), and website address. c. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives. d. While it is not a requirement, provide company GSA Schedule number or another available procurement vehicle if applicable. e. Company's System for Award Management (SAM) registration status. You do not have to be registered on SAM to respond to this RFI. However, all eligible respondents to the any Request for Proposal (RFP) must be registered on SAM, http://www.sam.gov/. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses are received, a pre-solicitation synopsis and solicitation may be published on the Government Point of Entry (www.fbo.gov). However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information provided by the contractor in any resultant solicitation(s). Questions must be submitted via e-mail as directed below, no later than 4:00 p.m. (EST) on March 7, 2017. Questions will be answered at the discretion of the customer seeking information from this Sources Sought Notice. Reponses to this sources sought notice are due on 4:00 p.m. (EST) on Mar 17, 2017. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for this submission is fifteen (15) pages. NOTE: The questionnaire is not inclusive of the 15 pages. MARKET RESEARCH QUESTIONNAIRE QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their experience and recommendations on the following questions. Please answer the following questions: 1. How is your product capable of meeting the business, management and technology objectives defined in the draft Statement of Objectives? 2. What is innovative about your services and/or product that sets it apart from other credentialing services and products on the market? 3. Provide at least two examples of completed projects for the public or private sector that demonstrates your company's experience and ability to implement and successfully launch your services or product organization-wide, in a short-turn around. 4. If your solution utilizes cloud-based systems, provide status information on the attainment of FedRAMP compliance. 5. What data sources does your product currently link with "out of the box?" What other data sources or functionalities would you recommend adding to enhance your product and support the Indian Health Service credentialing and privileging processes? 6. How does your solution keep Personally Identifiable Information (PII) secure? 7. Please explain your security breach procedures, and what you would do in case of a breach to notify folks impacted? 8. Please provide metrics for how you measure customer satisfaction and receive feedback to improve your product. 9. Tell us about a time or situation that your product or services mitigated risk for an organization screening licensed independent healthcare professionals, and how your system informed the necessary end users, stakeholders and/or decision makers about the issues with a candidate(s) applications or compliance. 10. Tell us about a time your company supported a broader organization-wide process improvement initiative, including standardizing a business process and ensuring compliance and adherence to not just the use of your product, but also the adoption of policies and procedures. 11. Is there a model of change management your company uses to support software implementation? If so, what are the components of the model and how have you used that model to improve or standardize a process for a client? 12. What is your company's capacity and experience migrating paper-based files to electronic systems?
