Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Ground Water and Ecosystems Restoration Division (GWERD) in Ada, OK. The EPA/ORD/NRMRL/GWERD has a requirement for radioactive waste removal and disposal from its facility located at the Robert S. Kerr Environmental Research Center located in Ada, OK. The contractor shall provide EPA with all necessary labor and supervision necessary to load, transport, and dispose of the waste. The contractor must be appropriately licensed and/or permitted to perform the work described in this Statement of Work. The contractor must be an established and recognized provider of the same services with adequate capacity and personnel to perform the work. The contractor, its agents, employees, and all subcontractors must have a satisfactory record of performance and be in compliance in all respects with all applicable Federal, State, and Local rules and regulations concerning the handling, treatment, storage, and disposal of radioactive and radioactive/hazardous mixed wastes. The contractor shall also obtain and/or assist the waste generating facility in obtaining, when required by law, all permits, and other forms of documentation required in order to comply with the laws and regulations of any state, county, township, or municipal subdivision thereof or other governmental agency which may be applicable to the removal, transportation and subsequent disposal of the radioactive waste or contaminated equipment/items. In addition, the contractor shall satisfy any disposal facility access requirements, including fees, etc. This procurement will be conducted utilizing NAICS Code 562112 with a size standard of $38.5 million. This acquisition is being conducted as a total small business set-aside. It will be accomplished using FAR Part 12 commercial item procedures and FAR Part 13 Simplified Acquisition Procedures. The EPA anticipates awarding a single fixed price purchase order. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT. The request for quotation is anticipated for release on or about March 15, 2017 and will be made available through FedConnect at www.fedconnect.net. Questions concerning this synopsis should be submitted within ten (10) calendar days of the date of the publication of this notice. Notices of any amendments to this FedBizOps synopsis, including the Requests for Quotation, will be posted using the FedConnect web portal at www.fedconnect.net.
