- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, VA, 23511-3392 intends to award a Firm Fixed Price contract to provide Defensive Combat Operations Training and Small Arms Training services for Beachmaster Unit Two (BMU-2) based of Joint Base Little Creek, Fort Story. This requirement is prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures FAR Subpart 13. This requirement will be solicited as 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition requirement is 611430 with a size standard of $11 Million. Beachmaster Unit Two (BMU-2) requires the unit personnel to be trained in and be familiar with, the facets of perimeter defense and self-defense in preparation for those occasions when the Beach Party Team (BPT) is called upon to do so. This training includes small arms training such as M9, M4, M16, M500 Mossberg Shotgun, Machine Gun M240 and M/16 Grenade Launcher M203 and to be trained on how to administer combat medicine. The Period of Performance will be 27 March 2017 through 14 April 2017 and 14 August 2017 through 1 September 2017. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site Navy Electronic Commerce Online or (NECO). The solicitation is expected to be available on or about 7 March 2017. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 6 March 2017. Potential quoters are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign quoters for work to be performed outside the United States. Lack of registration in the SAM database will make a quote ineligible for award.
