- Description of Work: The Department of Homeland Security, Office of Procurement Operations (OPO), Federal Protective Service Acquisitions Division (FPS AD) intends to procure, under a 100% total small business set-aside, installation and maintenance of a Physical Access Control System (PACS) for a facility in Silver Spring, MD. FPS estimates the installation of the equipment to be 90 days and the maintenance period will be nine (9) months for a total of 12 months for the base year. The purchase order will consist of a one (1) year base period and four (4) additional one (1) year options and one six (6) month option to extend services in accordance with FAR Clause 52.217-8. This requirement is being solicited as a commercial acquisition in accordance with FAR Part 12 utilizing FAR Part 13 Simplified Acquisition Procedures. It is anticipated that a single award, fixed price, purchase order will be awarded as a result of the solicitation. The NAICS code is 561621. The size standard is $20,500,000.00. The Request for Quotations shall require the submission of a technical and price quotation. It is anticipated that the solicitation, RFQ # HSHQEC-17-Q-00012, will be released to the Federal Business Opportunities (FBO) website on or about 8 March 2017. It is the contractor's responsibility to monitor the website for the issuance of the RFQ as well as any amendments to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management (SAM) prior to the submission of their proposals in order to receive an award. A site visit will be scheduled and all potential contractors are encouraged to attend. However, the site visit is not mandatory for contract award. The Government will not reimburse any contractor for the cost of the site visit. The FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. A misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition and Contracting Act, the Contracting Officer is held responsible for correctly classifying a FedBizOpps notice.
