- A. THIS IS A Sources Sought Request / Request for Information (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to award for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses are due by 1600 EST, 22 March 2017 and not to exceed ten (10) pages. Should there be proprietary data included with the information provided please clearly mark such information and separate it from the unrestricted information as an addendum. Responses to Company Information questions 1 thru 13 will not count towards the above stated ten (10) page limitation. Please submit a carbon copy to, Contracting/Agreements Officer, Jennifer.w.elkins.civ@mail.mil The Army Contracting Command - Aberdeen Proving Ground, Belvoir Division is seeking information on system designs and concepts for a new Digital Dual Use Sensor (DDUS). The DDUS is envisioned as a high pixel count dual-band infrared sensor module capable of providing high-quality imagery for both threat warning and for pilotage/situational awareness applications on future Army Aviation platforms. This RFI survey will be managed by the US Army Research Development and Engineering Command (RDECOM), Communications and Electronics Research and Development Engineering Center (CERDEC), Night Vision Electronics Sensors Directorate (NVESD), which seeks to advance the Army's current IR imaging technology through innovative investigations and development of advanced multi-mission sensors. This RFI survey requests specific system design information on potential dual-use infrared imaging sensors. These sensors must be capable of providing high-quality thermal imaging for aircraft pilotage and situational awareness under degraded visual environment (DVE) conditions, while simultaneously providing real-time detection and localization of missile and rocket threats via passive thermal imaging of launch and flyout signatures. To meet these dual mission requirements with a single sensor will require large-format, dual-band infrared imaging sensors and high-frame rate, high dynamic range, multi-function readout integrated circuits (ROICs). The integration of these sensor components along with necessary image processing algorithms and electronics hardware into a dual-use sensor system will require careful management of the engineering design trades for each sensor component. This RFI survey requests inputs for how a potential dual-use imaging sensor system might be designed, and how the necessary design trades would be managed given a proposed baseline component performance capability as detailed below. Suggestions for modifications to the proposed baseline component requirements are welcome if supported with well-defined system-level technical rationales. The eventual system design approach will need to show traceability from mission requirements to optics, FPA, and ROIC component requirements, supported by technical justifications for any deviations from or additions to the baseline component capabilities below. Proposed component goals for the focal plane and readout circuit are based off current state-of-the-art infrared detector and electronics capabilities and can be summarized as follows: Focal plane array will be 2048 x 2048 format, < 12 micron pitch, dual band MW/LW, with high quantum efficiency, low dark current, and low spatial and spectral pixel crosstalk. The read-out circuit shall match the FPA format, and shall be designed to exhibit high injection efficiency, low noise, low power dissipation, true full well capacity greater than 8e7 electrons, ≥18 bits of dynamic range, and non-linearity <0.1%. The ROIC shall be linear through the whole dynamic range. ROICs with logarithmic compression are not of interest. Attachment 1 lists the proposed component requirements. Capability Questions Army Contracting Command is seeking the following information: 1. A description of a theoretical sensor system architecture and design approach, including focal plane and readout circuit with the following desired attributes: i) High-quality thermal imaging for aircraft pilotage and situational awareness under DVE conditions; ii) Real-time detection and localization of missile and rocket threats via passive thermal imaging of launch and flyout signatures; iii) Large-format, dual-band infrared imaging sensors; iv) High framerate, high dynamic range, multi-function digital output ROICs; v) Show traceability from mission requirements to optics, FPA, and ROIC component requirements, supported by technical justifications for any deviations from or additions to the baseline component capabilities detailed in Attachments 1 & 2. 2) The description of a theoretical sensor system architecture and design approach should address the following issues: a) Management of necessary design trades given a theoretical baseline component performance capability as detailed in Attachments 1 & 2; b) Your recommended approach to integrating dual-band image data for threat warning and pilotage; c) Any unique frame timing and/or device technologies you would suggest to accomplish this approach; d) The recommended Midwave (MW) and Longwave (LW) infrared band cut-off wavelengths and why; e) Identify what, if any, types of on-chip readout integrated circuits (ROIC) data processing (ratio, binning, non-uniformity correction) would be recommended or would enhance future system performance; f) Identify the potential off-chip data rates needed for simultaneous pilotage and threat warning imaging. Also, identify any high dynamic range Pilotage/DVE and how these data rates will be handled; g) Any additional off-chip (outside dewar) processing or algorithms needed to provide simultaneous real-time pilotage imagery and threat warning notification to the system user; h) Please identify how the theoretical design architecture/approach will compare to current pilotage/threat warning technologies and address these limitations. i) Along with your theoretical system design approach, please identify any recommended modifications or changes to the theoretical component requirements as defined in Attachments 1 & 2.
