- Sources Sought Form SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE POTENTIAL OFFERORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THIS IS NOT A REQUEST FOR PROPOSAL. This requirement is anticipated to be for $50M - $150M over 5 -10 years and to have a small business aspect depending on market research and responses to this notice. The size standard is $15M under NAICS Code 541330 - Engineering Services or 541620 - Environmental Consulting Services. Firms are encouraged to register in www.sam.gov and indicate their size status for the corresponding NAICS code. Interested firms should submit the attached excel sheet in excel format and a capabilities/qualifications statement of no more than 4 pages in electronic format (limit 9 MB) to alex.h.wingert@uscg.mil by the specified due date that demonstrates the firm's ability to provide the following services: Provide professional environmental architect and engineering (A/E) services to support Coast Guard shore infrastructure, real property, and other projects. This scope of services includes support under four key Coast Guard environmental programs: • Compliance • Restoration and Liabilities • Planning • Sustainability Coast Guard shore infrastructure, real property, and other projects cover a wide range of activities, including but not limited to construction, demolition, repair and maintenance; hazardous materials management; pollution prevention; dredging; operational activities, such as training activities, permitted activities, and response activities; and real property agreements and transfers. Services may be required at a variety of facilities, buildings, structures, and geographic areas, both onshore and offshore (e.g., bases, small boat stations, light stations, aids-to-navigation facilities, communications facilities). Services may be required in any U.S. state (including Alaska and Hawaii) or territory, as well as other locations outside of the U.S. where the Coast Guard may have a mission interest. It is anticipated that the majority of the work would be performed at Coast Guard facilities along the coastal U.S. (ocean, Great Lakes states, and inland rivers) and U.S. territories. Separate Task Orders would be issued, each based on an individual Statement of Work. The Contractor shall provide all necessary personnel, facilities, equipment, materials, and subcontractor services for multiple Task Orders in conjunction with this scope of services. Key Personnel used for this effort shall possess appropriate certifications and licenses as necessary for performing work under each Task Order, including any applicable location-specific requirements. The Contractor shall ensure that all activities performed by its personnel, subcontractors, and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and shall meet all relevant, appropriate, and applicable professional standards. Task Orders would be issued typically to promote, enhance, and ensure compliance with applicable Federal, state, tribal, and local environmental laws and regulations, executive orders, Coast Guard policy, and other environmental stewardship directives. For example, services may be required in support of compliance with Federal laws including but not limited to the following: • Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) • Resource Conservation and Recovery Act (RCRA) • National Environmental Policy Act (NEPA) • Clean Air Act (CAA) • Clean Water Act (CWA) • Safe Drinking Water Act (SDWA) • Toxic Substances Control Act (TSCA) • Oil Pollution Act (OPA) • National Historic Preservation Act (NHPA) • Coastal Zone Management Act (CZMA) • Superfund Amendments Reauthorization Act (SARA), Emergency Planning and Community Right-to-Know Act (EPCRA) Services in the key environmental program areas may include, but are not limited to, performance of the following: Environmental Compliance: • Conduct environmental compliance evaluations (ECEs), conformance audits, and associated reporting. • Develop and update unit environmental guides and facility environmental plans, such as Stormwater Pollution Prevention Plans (SWPPP); Spill Prevention, Control, and Countermeasure (SPCC) Plans; Integrated Contingency Plans (ICP); Facility Response Plans (FRP). • Provide permitting and regulatory support, including provision of any applicable professional certifications associated with permit requirements. • Perform environmental data management, including web-based regulatory reporting. • Develop and implement hazardous materials management systems, such as inventory control systems air emissions calculations and bar code reading capabilities. Environmental Restoration and Liabilities: • Conduct all phases of CERCLA, RCRA, and state-program site cleanups, including but not limited to preliminary assessments, site characterization investigations, corrective measure/remedy implementation, engineering evaluation and cost analysis (EECA), decision documents, risk assessments, institutional controls, remedial process optimization, long-term monitoring and reporting, achieving site closeout, and corrective action support and planning. • Conduct environmental liability site assessments and evaluations, and develop or update existing environmental liability estimates (ELEs) for sites. • Conduct environmental multi-media investigations, assessments, surveys, sampling, modeling, and documentation; provide recommendations regarding investigative approaches and techniques. • Review, validate, interpret, and report on environmental sample data. • Conduct surveys for hazardous building materials and prepare abatement plans. • Conduct human health and ecological risk assessments, especially as applied to risk-based cleanup and closure requirements. • Provide engineering analysis and recommendations regarding remedial approach, design, alternatives, estimated costs, and remedial process optimization. • Develop and make recommendations for contaminated material handling plans to support construction activities. • Design and execute bench scale studies, pilot studies, treatability studies and in situ treatment techniques. • Support operations and maintenance of existing remedies and support newly implemented remedial actions. • Provide GIS mapping and analytical database support for environmental projects and programs. • Perform CERCLA and RCRA Administrative Record maintenance and reporting. Environmental Planning: • Provide support in preparation of NEPA analysis and documentation, including categorical exclusions, environmental assessments, and environmental impact statements. • Support integrated planning efforts, including preparation of integrated management plans and coordination with regulators and other stakeholders. • Conduct biological assessments and evaluations, such as wetland surveys and evaluation of impacts on species listed as endangered and threatened under the Endangered Species Act (ESA), essential fish habitat, critical habitat presence and impacts. • Support wildlife agency consultations under the ESA, including program consultations. • Provide support for assessment and management of cultural and tribal resources, including assessments, plans, mitigation measures, and other activities required under Section 106 or 110 of the NHPA. • Support cultural and tribal agency consultations. • Provide permitting and regulatory compliance support associated with other applicable environmental laws and regulations, such as CZMA, MBTA, BGEPA, and others. • Prepare and implement mitigation plans. • Develop public participation plans and support public participation project components. • Assist in acquisition of permits for dredging and disposal of dredge spoils, including conducting any surveys, sampling, and testing necessary to obtain permits. Environmental Sustainability and Training: • Support development and implementation of the Coast Guard Environmental Management System (EMS). • Provide specifications in support of sustainable building practices and energy conservation. • Develop environmental engineering and sustainability design work products. • Develop environmental training curricula and guidance documents. • Perform environmental data management, including web-based regulatory reporting.
