Description
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) in support of the Vaccine Research Center (VRC) intends to negotiate on an other than full and open competition the purchase of qty.1 of SEQCAP EZ CHOICE 96 RXN and qty.4 of SEQCAP EZ REAGENT KIT PLUS (24 RXN) for targeted sequencing project from Roche Diagnostics Corp, 9115 Hague Road, Indianapolis, IN 46256. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20814 approximately 10 to 15 days after receipt of award. The VRC lab is currently investigating the relationship between polymorphisms over several individuals to the risk of acquired HIV which entails genetic analysis of large group sizes. The most robust approach to evaluate genetic differences is through sequencing. Several series of reactions are required for generation of gene products for sequence analysis. This first step part of the bench work requires very specific methods for processing of genomic DNA and library preparation methods be used subsequently in the lab. This targeted sequencing approach allows simultaneous sequencing of about 100 samples at a time as opposed to 10 for whole genome sequencing. The library preparation and probe-based filtration are compatible with the automated system and sequencing platform already in the lab. No substitutes allowed and all products must be compatible. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same products may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1836944) to Akilah Bullock at akilah.bullock@nih.gov, by 6:00 pm eastern standard time Monday, March 13, 2017. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
