Description
AC Chiller Draft Specifications This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this notice is to determine interest and capability of potential businesses. The Government may use responses to this sources sought synopsis to make an appropriate acquisition decision for this project. The U.S. Coast Guard Surface Forces Logistics Center is conducting market research for potential qualified contractors for the recapitalization of three (3) 75 ton R-22 Chiller A/C Chiller Units aboard the Coast Guard Cutter (CGC) HEALY (WAGB-20) with HFC-134a units having a minimum refrigeration producing capacity of 75 tons. The Coast Guard's overall requirement is for a reliable and sustainable (15 years minimum service life, all logistics elements addressed) air conditioning plant within the same ‘footprint' (size, weight) as the equipment being replaced. The new system will maintain current footprint restrictions with a primary focus on increasing reliability and supportability. A draft Specification is attached to this notice. Depending on lead time and availability, the Coast Guard intends for installation in February 2018 at CGC HEALY's homeport. CGC HEALY is homeported in Seattle, WA at 1519 Alaskan Way S Seattle, WA 98134. NAICS Code for this requirement: 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing FSC Code for this requirement: 4120 - Air Conditioning Equipment Size Standard: 1,250 Employees The USCG would greatly appreciate it if interested parties could provide the following information: 1) Company information: a) Point of Contact name, address, email address and phone number, b) CAGE Code and DUNS number; c) Indicate if large or small business concern; and, d) if a small business, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or Service Disabled Veteran Owned Small Business; and, 2) Affirmation that your company has the qualifications and capabilities relevant to fulfilling the above requirement. You may submit past performance and/or any other relevant information if you so choose. 3) Can commercial units be used for this contract or would it require modification to meet our Specifications? 4) If there are units available that diverge from our Specification can you please provide us with information about those units and what advantages they provide over the Specifications. 5) What is your lead time for the units? 6) Please feel free to offer any other solutions or comments on our draft Specifications. The Government intends to advertise a solicitation for this project in April/May of 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted.
