Draft Designs Draft Statement of Work - Construction of a 2 Story School Building This notice was previously synopsized under solicitation number W912CL-16-R-0001. The solicitation number is no longer active. All updates to this notice will be issued under solicitation W912CL-17-R- R-0007. The 410th Contracting Support Brigade (CSB), Regional Contracting Center (RCC), Joint Base San Antonio - Fort Sam Houston, TX has a requirement for construction of a two-story school building in Belize City, Belize. Project Description: The Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to construct a new two-story school building. The school construction work will include preliminary work, total of 4 student bathrooms, 2 staff bathrooms, 3 administrative offices, 1 staff break room, 1 conference room, 2 storage areas, 1 janitors closet, 1 electrical closet, 1 computer lab, 1 science lab, 1 food and nutrition classroom, 1 clothing and textile classroom, 1 drafting classroom, 1 electrical classroom, elevated water tank and reserve cistern, and landscaping in accordance with (IAW) the Statement of Work (SOW). Attached is the DRAFT SOW the Draft Designs for review prior to release of the solicitation. All technical questions regarding the SOW and School Designs may be submitted in writing by 12:00 P.M. United States Central Standard Time (C.S.T.), 17 March 2017 to mitch.cobb2.civ@mail.mil and velia.pier.civ@mail.mil. Address the subject line of the e-mail with the firm name and title: Technical Questions for Construction of School in Maud William School - Belize City, Belize. The site has an existing 2 story school building to be demolished prior to construction of the new building. The Contractor shall demolish existing structures and properly dispose of all materials following the environmental laws and regulations on waste disposal from the country of Belize. This work also consists of the removal of any visible or invisible structure that may create an obstacle for the work in the area and the land where the buildings and other structures shall be constructed. Place of Performance: The project location is at Maud Williams School, Belize City, Belize. Coordinates for this site are N17.627o and W88.372o. The project site can be accessed by vehicle. Magnitude: The estimated construction cost for this projects is between, $500,000.00 and $1,000,000 U.S. Dollars. Construction Time: Estimated construction time is 360 calendar days. Contractor shall ensure he can meet this timeline since liquidated damage may be included in this contract. Type of Set-Aside: The applicable NAICS code is 236220, Commercial and Institutional Building Construction. This requirement will be solicited unrestricted to obtain full and open competition. Contract Type: The Government intends to award a single award, firm fixed price, for the construction of the school building referenced above. Contract award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible Offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. Anticipated Award Date: This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Obtaining the Solicitation: The solicitation, including the sketches and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation shall be made through the internet only. It is the contractor's responsibility to check for any posted changes. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and synopsis. It is anticipated that the official Request for Proposal (RFP) for this procurement will be released on or about 7 April 2017 and available for at least 30 days. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Site Visit: An organized site visit is scheduled for 30 of March 2017. All interested parties will meet at the Maud Williams School, located on Dolphin St between Racoon St and Iguana St in Belize City, Belize at 9:00 A.M. If you are interested in attending a site visit for this solicitation, please inform the Contracting Office point of contact in this Presolicitation Notice via email, no later than 22 March 2017, 12:00 P.M. (C.D.T.). SAM/ASFI Registration: Vendors MUST be registered in the System for Award Management (SAM). SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. Interested parties can obtain further information on SAM at web site https://www.sam.gov. There is NO fee to register for this site. All vendors MUST be registered in the SAMS database or their proposal may not be considered. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Belize, the Offerors must meet the following two requirements for Outside Continental United States (OCONUS): (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Contractor shall provide copy of its certifications and permits with its proposal.
