- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST FOR QUOTE. REFERENCE NUMBER: FA4625-17-N-0005, Vole Treatment, Whiteman AFB This project will provide treatment of voles to eliminate or reduce the population on Whiteman AFB. The Contractor will provide all necessary applications required for pre-baiting with wheat and the actual application using 2% zinc phosphide treated wheat, materials, equipment, tools, supplies, transportation, licenses and labor necessary to perform and complete the tasks listed. Apply wheat pre-bait to 1262.58 acres of airfield grassland on Whiteman AFB. Approximately 3-5 days later, or as determined by the government, apply zinc phosphide treated wheat to the same 1262.58 acres. Pre-bait will be applied at 8lbs per acres and zinc phosphide treated wheat at 10lbs per acre. Zinc Phosphide treated wheat should be applied with grass as close as possible to the maximum height for that area, generally 14 inches. Timing of application will be made in coordination with the government. Delays due to weather to especially pre and post rain forecast and mission requirements should be considered. The contractor shall provide all pre-bait wheat for 8lbs per acre application and 2% zinc phosphide treated wheat for 10lbs per acre application. The zinc phosphide has an expiration date and the zinc phosphide treated wheat used will be applied with 30 days left prior to the expiration date. The contractor shall provide all management, licenses, tools, supplies, equipment, transportation, and labour to apply pre-bait and zinc phosphide treated wheat to the specified acres on the airfield. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. Contractors must provide the COR a current state pesticide applicator certification for the types of operations specified in the contract statement of work prior to starting work. The contractor will furnish the COR with labels and MSDS's for all contract pesticide materials 25 days prior to the start of the contract. The Contractor shall ensure that all workers have current state certification for the pest control services being performed. Civil Engineer Operations flight, Pesticide Management must approve all pesticides used and must be on the installation-approved inventory list and applied by certified personnel. The CE Contract Officer Representative will inspect the product(s) with the contractor prior to application. The Contractor must provide data on daily pesticide use for input into the IPMIS pesticide management database. The Contractor shall submit a report to the Civil Engineer COR within 10 working days following pesticide applications. Include pesticide name (trade and chemical), regulation numbers, signal word(s), formulation, target pest, use concentration, amount applied, date, detailed location of use, and applicator(s). A DD Fm 1532 will be provided on request to facilitate record keeping. A map will be provided identifying application areas along with a site visit to physically identify the areas. Service will be inspected by government COR. COR shall validate material to include, but not limited to, expiration dates and quantities delivered to the site for application in conjunction with the Contractor before application begins. The Contractor will provide the COR with copies of the final printed labels on all materials. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), or invitation for bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this sources sought announcement. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for planning and market research purposes only. Any resulting solicitation will be posted at the www.fbo.gov website. Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Federal Government. The registration process is free, but does take time and effort on behalf of a firm to complete. Interested parties are encouraged to start the registration process early so the firm can be considered for award. Registration instructions are attached to this posting. The North American Industry Classification System (NAICS) Code is 115112, Soil Preparation, Planting, and Cultivating, and the size standard is $7.5M. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 PM CDT on 10 Mar 2017. Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be set-aside on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. The magnitude is between $25,000 and $100,000. Please limit your capabilities listing to no more than five (5) pages. Sources shall include in their information: 1. A detailed capabilities statement their capabilities in providing the same or similar services described in this notice. 2. A point of contact with phone and e-mail information. 3. Business Socio-Economic Factors, such as: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Women-Owned Small Business, Small Business. 4. Business size based on NAICS 237110, Water and Sewer Line and Related Structures Construction. 5. A positive statement of interest to submit a quotation. NOTE: If this requirement is set-aside, FAR 52.219-14 Limitations on Subcontracting will apply. This clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. This request for information is not a solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
