- * * * * * * * THIS IS A REQUEST FOR INFORMATION (RFI) ONLY * * * * * * This RFI is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. DESCRIPTION : An RFI was released in March 2016 to obtain information on industry capability to provide program management, manufacturing, production, reliability/maintainability, sustainment support and Configuration Management to produce and deliver the Block III Propulsion System and associated maintenance equipment for the Shadow RQ-7Bv2 Air Vehicle. This RFI is also intended to obtain information on industry capability, but additionally to receive all testing results from any system that meets the requirements listed in UAS-GM-002, Shadow Propulsion System Performance Specification. This propulsion system shall provide RQ-7Bv2 with a more reliable and lower life cycle cost system. The system shall allow growth in aircraft weight while maintaining performance. Support for SHADOW TUAS is needed both within the Contiguous United States and Outside Contiguous United States. The propulsion system shall meet the requirements of UAS-GM-002. This system shall have a Technical Readiness Level (TRL) 8. The propulsion system's compliance to the requirements shall be verified In Accordance With (IAW) UAS-GM-002 section 4.3, Requirements Verification Method. Mean Time Between Essential Function Failure of 1,000 hours with 80% confidence, section 3.8.2.1, shall be demonstrated by completing testing IAW UAS-GM-006, High Reliability Propulsion System Reliability Growth Test (RGT) Plan. From this test plan, the test overview and description are still valid; however, maturity of the system shall be TRL 8. In addition, each proposed system will have successfully completed the following testing IAW Federal Aviation Regulation Part 33: Calibration Testing (section 33.45), Detonation Testing (section 33.47), and Endurance Testing (section 33.49). If a turbine engine is being proposed, the following FAR Part 33 testing shall be completed instead: Calibration Testing (section 33.85), Endurance Testing (section 33.87), Engine Over Temperature Testing (section 33.88), Operational Testing (section 33.89), and Teardown Inspection (section 33.93). The results shall be validated by an independent Government facility or a Government certified contractor facility of the contractor's choosing. The contractor is responsible for any expenses associated with this testing. The Environmental, RGT, and FAR Part 33 testing validation results shall be submitted with this RFI. The Government does not have a complete procurement Technical Data Package (TDP) for this requirement. However, a level three (production) drawing set, which supports its Tactical Common Data Link component, has been procured. Additionally, responses may include data that vendors do not want disclosed to the public for any purpose, or used by the Government except for information purposes. If your company wishes to restrict the data, the title page must be marked with the following legend: Use and Disclosure of Data: This response includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this response. This restriction does not limit the Government's right to use information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained in Data Sheets [insert numbers or other identification of sheets]. Your company may also mark each sheet of data it wishes to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response." RESPONSES: Interested parties are requested to respond to this RFI with a white paper in Microsoft Word or Excel format, not to exceed 10 pages, describing responder's capabilities and potential hardware/services solution that meets criteria referenced in this document. Test Reports for completed Environmental, RGT, and FAR Part 33 Testing shall also be submitted as an attachment to the white paper. Do not submit any classified information. Responses are due no later than 3 April 2017 1500 EST. Responses to this RFI should be sent via email to Ms. Charnis C.
