Please see the attached SF30.** ***Update as of January 26, 2017: At this time, due to the pre-award Agency Protest, proposals shall not be submitted in response to this RFP. All actions in regards to this requirement are on hold due to the Agency Protest. The solicitation closing date will remain as January 27, 2017. If it is decided that the solicitation shall be re-issued, the RFP will be amended and re-opened at that time.*** ** DLA has received a pre-award Agency Protest against solicitation SP470317R01EN. Pursuant to FAR 33.103, all DLA action on this acquisition is on hold until the protest is resolved. ** Combined Synopsis/Solicitation DLA Performance Based Logistics Center of Excellence SP470317R01EN This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number SP470317R01EN is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. For applicable clauses and provisions, refer to Section 4 of the RFP. The purpose of this contract is to solicit support for the Defense Logistics Agency's (DLA's) Mission Support, Performance Based Logistics (PBL) Division (J32) to achieve its strategic goal of "establishing the Agency as a Performance Based Logistics (PBL) Center of Excellence (COE)." The award shall be made to the responsible firm whose proposal is determined to be the best value to the Government, technical factors, past performance and prices considered. The Government's objective is to obtain the highest quality services considered necessary to achieve the stated objectives of this acquisition, with reasonable prices. Awards will be made on the basis of trade-off source selection process. The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your proposal.
