Description

541620  Environmental Consulting Services On behalf of the Tomah Veteran Affairs Medical Center in Tomah, WI, the Great Lakes Acquisition Center is seeking notification from vendors interested and capable of providing neutral 3rd party subject matter expert services for an analysis of an existing hydrologist/hydraulic services design package. This analysis shall affirm and/or identify deficiencies of the current design as to whether or not the design is in compliance with the storm water design requirement to meet and encompass EPA Technical Guidance and Federal Law of EISA 438. The 3rd party reviewer must have a strong understanding of the Federal Law of EISA 438, EPA Guidance on implementing heavy storm water runoff and knowledge of hydraulic modeling and implications that go along with it these requirements. The expert service provider shall evaluate the full and completed design of two Community Living Centers (CLCs) that includes a site detention pond for the storm runoff in the new area. Construction activities have yet to begin. The storm management pond features are new to the medical center grounds, along with the implementation parameters. The evaluation shall provide a tertiary level of assurance as to whether or not that this new design meets the criteria of EISA 438 along with meeting the Wisconsin Department of Natural Resources (DNR) regulatory requirements as a designated authority of US EPA. The final overall assessment report shall clearly state whether or not the current design and attached technical memo either meets, or does not meet intent of EISA 438 and specifically what items supports the finalized expert opinion. Finalized report shall be finalized NLT 30 days after Notice to Proceed is issued. All interested parties that are capable of providing the required services shall submit a brief description of vendor background demonstrating capabilities of this requirement, socioeconomic status, past performance with government contracts and contracts DUNS number. Vendors shall all provide a technical background demonstrating qualifications to provide these services. The review and study shall be provided by a validated SME with technical knowledge on implementing the storm water runoff requirements for Federal Projects under Section 438 of the Energy Independence and Security Act. Identifiable minimum elements as a SME include: i. Time/ Experience/ Background or involvement with EPA ii. Time/ Experience/ Background with EISA438 iii. Time / Experience/ Background with Hydrology Modeling iv. Time/ Experience/ Background with Storm Water Ponds v. Other credentials in that are pertinent to the field NAICS Code 541620 Environmental Consulting Services: Additional consideration shall be provided to vendors verified as a Small Business ($15.0 million Size Standard), CVE Veteran Owned Small Business (VOSB) and CVE Service Disabled Veteran Owned Small Business (SDVOSB). Cost range: Less than $25,000. This notice is for market research purposes only and shall not be considered as a request for a quote or as an obligation on the part of the Government to acquire services. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of vendor submission of these Sources sought Notice or the Government s use of such information. The Government reserves the right to reject, in whole, or in part, any vendor s input resulting from this Sources Sought Notice. No contractual agreement will be made as a result of this notice; rather a formal solicitation shall be processed, if and when, the services are deemed necessary. Vendor information submitted in response to this Sources Sought Notice will not be returned.
