- Solicitation: N68335-17-R-0135 Title: Sharable Content Object Reference Model (SCORM) Software Maintenance and Support Services FSC Code: 7030 Information Technology Software NAICS Code: 511210 Applications software, computer, packaged Response date - 7 days Primary Point of Contact: Evanuel Hairston evanuel.hairston@navy.mil Phone: 732-323-2094 Fax: 732-323-7301 This Sources Sought/Request For Information notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206-302-1(d). Naval Air Warfare Center Aircraft Division, Special Communications Mission Solutions, St. Inigoes, Maryland, has a requirement to support the Marine Corps Distance Learning Program (MCDLP) to provide and maintain the Distance Learning Network Operations Center (DLNOC). The DLNOC has an integrated Rustici brand software platform which requires continued maintenance and support services. The Rustici software platform is currently used by the United States Marine Corps (USMC) and the Department of the Navy (DoN) to meet Sharable Content Object Reference Model (SCORM) technical standards. These standards were established during the implementation of the Advanced Distributed Learning (ADL) initiative to address the need for interoperability between existing electronic learning (e-learning) courses and current Learning Management Systems (LMS). The MCDL requires software support and maintenance as well as consulting services for the existing SCORM Engine software platform for both the USMC MCDLP and the DoN. The software support, maintenance, and consulting services shall allow the USMC and the DoN to maintain the most updated version of the SCORM software within their LMS. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. GENERAL INFORMATION: The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided in no way binds the government to solicit or award a contract. The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Rustici Software, Inc., (CAGE 3M4X6) for the procurement of Sharable Content Object Reference Model (SCORM) Software Maintenance and Support Services. However, companies with capabilities to meet our requirement are requested to provide a response. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. HOW TO RESPOND Interested parties are requested to respond to this RFI with a PDF Document Format. Responses shall be limited to 10 pages and submitted via e-mail to Evanuel Hairston at evanuel.hairston@navy.mil.
