Description

SOURCES SOUGHT NOTICE This is not a request for quotes or proposals. No formal solicitation document exists at this time. Network Contracting Office 4 (NCO 4) is posting this Sources Sought Notice for the purpose of locating capable small businesses, including Service Disabled and Veteran Owned small businesses, to provide On-Site Orthopedic Surgery services to include on call services for the VA Medical Center facility in Wilmington, DE. Contract employees must be able to travel to the Wilmington VAMC within a limited time after being contacted when on-call and services are required. It is anticipated to be awarded for a base period of one-year, with four one-year options to extend the period of performance for a total of five years. The Facility is anticipating the need to be 0.5 FTEE, with surgical services provided 2 days a week. On call will be a requirement but not currently defined. The NAICS code is 621111 and the size standard is $11.0 million. A DRAFT Performance Work Statement (PWS) is attached hereto. The Contractor shall provide all resources necessary to accomplish the services described in the attached PWS. All professionals providing services under the terms of this contract will be appropriately certified and/or licensed as described in the PWS, and shall possess the requisite skills and experience to perform the services as required. Contractor s physician(s) shall be technically proficient in the skills necessary to fulfill the Government s requirements, to include the ability to speak, understand, read and write English fluently. Contractor shall not perform inherently governmental functions. This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Such capabilities/qualifications will be evaluated solely for the purpose of market research. Sources shall include in their information: 1. A detailed capabilities statement stating their experience in providing the same or similar work described in this notice. 2. A point of contact with phone and e-mail information. 3. Business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 621111. All Status are encouraged to respond to this notice. 4. A positive statement of interest to submit a proposal. 5. If currently a vendor under the VA Federal Supply Schedule (FSS) please provide contract number(s) and listing of Special Item Number(s) (SIN) covered. Please include if you service this area. If not a vendor with a current FSS contract please so state in the capability statement. This notice is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
