- The National Cemetery Administration issued a requirement for Irrigation Vault Covers Replacement and Rehabilitation Project at the Golden Gate National Cemetery, Solicitation Number: VA786-17-R-0161. Project Location: Golden Gate National Cemetery, 1300 Sneath Lane, San Bruno, CA 94066 The Contractor shall furnish all labor, materials, equipment, services and supervision to perform work to: remove and replace existing water utility vault covers; and to rehabilitate existing water utility vault covers as indicated. Work will be accomplished in accordance with VA requirements, Federal, State and Local Code requirements at Golden Gate National Cemetery (GGNC), located in San Bruno, CA. Summary of Work: Golden Gate National Cemetery Irrigation Vault Covers Replacement and Rehabilitation Project Specific Work at Golden Gate Project: The Golden Gate National Cemetery has fourteen (14) existing subterranean concrete vaults located within its grounds which house irrigation mainline valve assemblies. Eleven (11) of the vault covers are spring-assisted and the other three (3) are not spring-assisted. Remove and replace the three (3)vault covers which are not spring-assisted shall be with new, compatible, hinged, lift-assisted vault covers. Rehabilitate the eleven (11) vault covers with spring-assistance to restore full lift-assist functionality. Solicitors shall field-verify in the field the sizes and quantities of vault covers of each type and the extent of rehabilitation required for vault covers prior to submitting a proposal. The work in this project includes but is not limited to: Item 1: Remove and Replace three (3) existing Irrigation Vault Covers in lawn areas with new vault covers equipped with lift-assist mechanisms. Item 2: Rehabilitate eleven (11) existing vault covers in roadways to be fully functional lift-assisted vault covers in complete working order without corroded or damaged parts. Replace springs and hinges in order to restore full lift-assist functionality to the existing vault covers. The Contractor gaining award shall furnish all labor, materials, equipment, services and supervision to perform work to: remove and replace existing water utility vault covers; and to rehabilitate existing water utility vault covers as indicated. Completion Time: One hundred and twenty (120) calendar days from date of issuance of Notice to Proceed (NTP). The Golden Gate National Cemetery has fourteen (14) existing subterranean concrete vaults located within its grounds which house irrigation mainline valve assemblies. Eleven (11) of the vault covers are spring-assisted and the other three (3) are not spring-assisted. The vault covers which are not spring-assisted shall be removed and replaced with new, compatible equipment as described in Statement of Work (refer to Solicitation for complete description). The vault covers with spring-assistance shall be rehabilitated as described in the Statement of Work. Solicitors shall field-verify in the field the sizes and quantities of vault covers of each type and the extent of rehabilitation required for vault covers prior to submitting a proposal. Contractor shall obtain any necessary permits and cooperate with the utilities company/cemetery staff to avoid any damage or liability, and provide a safe work environment for his/her employees. Contractor is responsible for damages to utilities, above and below ground. The Contractor shall assume sole responsibility for the safety of all persons on or about the construction site in accordance with applicable laws and codes. The contractor shall be in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and Division of Occupational Safety and Health (DOSH) and shall meet all safety requirements of Golden Gate National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 236220 Size standard is $36.5 Million. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around March 7th, 2017. Responses to the solicitation are due by 2:00 p.m., March 28, 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FedBizOpps. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Contracting Officer s Representative (COR) Mr. Justin Blakeslee at (650) 335-8001 or by e-mail at: Justin.blakeslee@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Golden Gate National Cemetery, located at: 1300 Sneath Lane, San Bruno, CA 94066. Questions regarding the solicitation should be submitted via e-mail to the Contracting Officer Mr. Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Monday, 20 March 2017 close of business. In order for the Government to post all questions and answers on FedBizOpps. All questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by COB, Monday 20 March 2017. Any questions received after that date will be considered too late and will not be answered.
