- Description
- The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-17-G-0002 with the Bell-Boeing Joint Project Office on an other than full and open competitive basis for the Non-Recurring Engineering (NRE) to fix modifications on a leased V-22 aircraft and integrate Block A to Block B Engineering Change Proposals (ECPs) at the Bell-Boeing Production Facility. During Block A to Block B modifications, maintenance actions, repairs, and a list of additional ECPs will be incorporated. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-rotor aircraft and is the only company that possesses the unique engineering data, technical skills, establishing tools, support equipment, facilities, and requisite technical knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
