Description
Combined Synopsis Solicitation Package for Janitorial This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912DQ-17-R-4006; this solicitation is a request for proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 Effective 19 January 2017; Defense DPN 20161222 Effective 22 December 2016, and AFAC 2013 Edition w/revision 26 Effective 01 October 2016. This acquisition is for up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) contracts within the region of Kansas, Iowa, and Missouri with ordering periods of up to five years and six months inclusive of options, as a Service Disabled Veteran Owned, Woman Owned and a Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 561720, The business size standard is $18.0 Million. The Product Service Code (PSC) is S201. The Service Contract Act is applicable to this action. Applicable wage rates for each location will be included in each task order. The Kansas City District of the U.S. Army Corp of Engineers has a requirement to provide janitorial services at approximately 80 military recruiting offices throughout the states of Kansas, Missouri, and Iowa. Type of Contract: The government anticipates award for up to (3) three (IDIQ), Single Award Task Order Contracts (SATOC), Firm-Fixed-Price, with ordering periods of up to five years. Proposals/offers shall be submitted in writing in PDF format with a price sheet in excel. Proposals/offers shall be submitted to Dominique Howard by 05 April 2017 by 2:00 PM Central time. See Section L Instructions, Conditions, and Notices to Offerors below for additional information All proposals/offers shall reference solicitation number W912DQ-17-R-4006 in the subject line. All offers must be good for at least 90 days from proposal due date. Notice to offerors: FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda to the provision. FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. In accordance with FAR 13.106, the solicitation will be awarded to the offeror providing the most advantageous proposal, the Government reserves the right to award to other than lowest price. Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its proposal. This provision is included in Section K of this combined synopsis/solicitation. If the offeror has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the offeror's proposal. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combined synopsis/solicitation. All offerors are required to be registered in the System for Award Management (SAM) database.
