Description
This is a COMBINED SYNOPSIS/SOLICITATION for non-commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00244-17-P-0200 which will also be the contract award number. *Due to technical issues, a ˜DRAFT ™ mark is showing on page 1 of the 1155 attachment. Please disregard this detail, the watermark could not be removed and the document is considered the official solicitation document for this requirement.* This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 effective 19 January 2017 and DFARS Publication Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541611 and the Small Business Standard is $15.0M. This is a competitive, 100% small business set aside action. The Small Business Office concurs with the set-aside decision. NAVSUP Fleet Logistics Center San Diego- Seal Beach Det has a requirement for the BFT MRAP training and support for the Naval Construction Group ONE (NCG-1) located at Naval Base Ventura County (NBVC) Port Hueneme, California. The intended contract shall be for three months, from 01 April 2017 through 31 May 2017 with four additional one-month options. Travel will be required IAW the PWS. CLINs 0001-0005 for basic labor months will be awarded as Firm-Fixed-Priced. Travel estimates have been included on CLINs 0006-0010 and shall not be changed unless done so via a modification to this solicitation. Overtime in the amount of 12.5% of the overall anticipated 8 hour working days shall also be included in calculation of each labor CLIN in Section B. As the Government considers these services covered by Service Contract Act and a Wage Determination has been included under Section J of the attached 1155. Though only a basic cost proposal shall be included as the completed Section B, the offeror may be contacted and asked to provide additional information at a later time for the purposes of cost/price analysis. Award will be made to the offeror who provides the lowest priced, technically acceptably proposal. Technically Acceptable means the offeror has submitted a quote in accordance with Sections L and M. The Government reserves the right to clarify certain aspects of one or more of the proposals, without contacting all offerors, unless such communication is used to materially later the technical or cost elements and/or otherwise revise the proposal. Lowest priced, technically acceptable evaluation is conducted to determine the best overall value to the Government. As such, the evaluation will stop at the point when the Government determines an offeror to be acceptable with the lowest evaluated priced, because that offeror will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose proposal is the lowest evaluation price among acceptable proposals. This RFQ will close Monday 13 March 2017 at 2:00PM PST.
