Page 1 of 3 ARCHITECT-ENGINEERING (A/E) DESIGN SERVICES: The Central Alabama Veterans Health Care System, Montgomery, AL is seeking qualified A/E Firms to furnish professional services for project 619-17-102 A/E Design-Replace Air Handling Equipment & Add Generator Building 1. Responses should be submitted on an SF330. A/E Design-Replace Air Handling Equipment & Add Generator Building 1 The scope of work for this project is the development of construction documents (drawings, specifications, cost estimate, etc.) to replace Air Handling Units, replacing chilled water/hot water piping along with accompanying ductwork. Also, in the scope of this project is the replacement of 7.5 ton AHU from 100% outside air to a AHU system that incorporates return air service with 80% return and 20% fresh air make-up serving OR and replacement of three grease exhaust fans serving the canteen. All of the proposed work is for Building 1. To ensure proper climate control is achieved, the unit shall be equipped with an automatic humidification system that can be remotely monitored. The design will include all associated electrical, mechanical, controls, equipment, breakers, wiring, etc. necessary for a complete design to upgrade the OR AHU s. The A/E will investigate and review the existing electrical system and provide a summary report as to the existing condition and recommend course of action/corrections. The electrical modifications shall include total upgrades to the two existing motor control centers located in Building 4 that provides electrical service to the critical components of the chilled water circulation system located in Building 1. Monitoring points will include but are not limited to following, both remote and at each site, operational conditions, 24-7 operations, etc. The project design shall be completed in accordance with this Supplement B and all appropriate Department of Veterans Affairs (VA) standards, specifications, and other Criteria. The A/E shall retrieve all VA design information and standards from the VA Office of Construction & Facilities Management Internet site (http://www.cfm.va.gov/) technical library. VA design standards and all national, state and local codes adopted and used by the VA shall be incorporated in the design of this project and reflected in the construction cost estimate. The awarded A/E firm will prepare drawings and specifications in sufficient detail such that qualified outside General Contracting companies can prepare accurate and timely proposals for the desired work. The awarded A/E firm is responsible for ensuring that the specifications and drawings supplied fully represent all of the work described in the Request for Proposal. The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the A/E to minimize impact of the construction. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL; NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE PROVIDED SF-330. This project is 100% set aside for service-disabled veteran-owned small business (SDVOSB) concerns and the award of a firm fixed price for this project is anticipated. The NACIS code for these projects is 541310 and the applicable small business size standard is not more than $4.5 million in annual gross revenues averaged over the past three years. Interested parties shall ensure current state licensing, shall have current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/SAM/#1, verified as a SDVOSB in VetBiz information pages (VIP) at http://www.vetbiz.gov/and reporting to VETS 4212 Federal Contractor Reporting at https://www.dol.gov/vets/vets4212.htm. SDVOSB verification is mandatory to be considered for award. Due to the requirement for site visits and coordination on design reviews, A/E firms will be required to attend meetings in person on site at the Central Alabama Veterans Health Care System in Tuskegee, AL. Due to this requirement, the area for consideration for this acquisition is restricted to A/E firms with an operating office located within a 200 mile radius of the Central Alabama Veterans Health Care System Tuskegee, AL. Interested firms shall submit five (5) printed copies and two (2) electronic copies (CD) of their SF 330 with appropriate documentation. Offerors opting to mail proposals shall submit proposal packages to the Department of Veterans Affairs. The A/E selection criteria will include the following elements: Standard Form 330 (Rev. 3/2013) Architect-Engineer Qualifications Professional qualifications necessary for satisfactory performance of required services; Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. SF330, Section H: Additional Information Management Plan Management Process QA/QC Cost Control Schedule Control Proposed Design Approach Estimating Effectiveness Capacity to accomplish the work in the required time. Awards received Circumstances and outcome of any litigation Type and amount of liability insurance Firms will be evaluated by an A/E evaluation board, scored and ranked according to score. The three (3) most qualified firms will be invited to interview with the evaluation/selection board and will be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. This is not a request for proposals and no materials will be issued and no solicitation package or bidder/plan holder list will be issued.
