Description
This is a request for information only (RFI) to identify Veteran-Owned Small Business sources that can provide online access to an employee competency assessment program for the Edward Hines Jr VAMC Hines, IL. The information provided in this RFI is subject to change and is not binding on the government. The Dept of Veterans Affairs has not made a commitment to procure any of the items discussed, and the release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become government property and will not be returned. Responders are advised that the US Government will not pay for any information or administrative costs incurred in response to this RFI. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website. CONTRACT ADMINISTRATION DATA (Continuation from Standard Form 1449, block 18A.) 1. INVOICES: Invoices shall be submitted in arrears in accordance with: a. 852.232-72 Electronic Submission of Payment Requests (Nov 2012) b. Upon Acceptance of Items 4. GOVERNMENT INVOICE ADDRESS: All invoices from the contractor shall be submitted electronically in accordance with 852.232-72 Electronic Submission of Payment Requests (Nov 2012). SCHEDULE OF SUPPLIES/SERVICES AND PRICES/COSTS (SF 1449, Continuation of Blocks 19 24) Contractor shall provide a one-year online access to an electronic web-based software platform and technical support services to manage an employee competency assessment program for up to 450 users for the Edward Hines Jr VAMC, Hines, IL. All service shall be delivered FOB Destination. Item No. Description QTY UNIT UNIT PRICE EST TOTAL PRICE 1 One-Year access to a competency management program, from 2017 thru 2018 for up to 450 users. Services include software set-up, on site initial training, software upgrades and remote technical support. 1 year TOTAL Salient characteristics: The software must have the ability to customize employee competency profiles based on their job duties with minimal to no manual intervention required. The software must be compatible with the VHA browser in use (currently Internet Explorer 11). The software must provide a unique password for all employees with the ability to track supervisory and employee electronic signatures as needed. The software must have the ability to define roles and responsibilities to different levels of employees. The software must have the ability to have customized levels of permission with multiple system administrators allowed. Unlimited data storage. The software must have the ability to manage all six elements of competency for all test systems as mandated by Clinical Laboratory Improvement Amendments (CLIA) and College of American Pathologists (CAP, including: Direct observation of test performance Monitoring and recording of test results Review of test results Direct observation of maintenance performance Assessment of test performance through blind sample testing or proficiency sample testing. Evaluation of problem solving skills The software must have the ability to manage all six elements of competencies listed above for the defined timeframes of semiannually during the first year of the employees duties and annually thereafter, In addition, the software must be able to manage remediation of a failed element. The software must have the ability to auto grade for all six elements of competency listed above. The software must provide concurrent, unlimited (24/7/365) access for approximately 400 to 450 unique user profiles. Software upgrades, including updates to the current version, must be provided as they become available. 99% annual uptime of software. Backup solution including an off-site, live fail-over server which can be active within a short time in case of catastrophic failure. Assistance with full implementation of the system including account setup and configuration of organizational structure, employees, test systems and assessment intervals. Initial training for all administrators and end users. Additional training must be available upon request. Access to training materials for end users. Unlimited technical support: Monday thru Friday, core business hours (approximately 8am to 4pm), 8 hours per day Emergency support as needed after hours
