W912DR-17-T-0029 Amendment 0002 Solicitation Notice W912DR-17-T-0029: This solicitation will be advertised as a Small Business Set Aside. The North American Industrial Classification System (NAICS) Code is 561730 (Landscaping Services) the size standard is $7.5m. The contractor shall furnish all necessary labor, equipment, supplies, transportation, and supervision to provide snow/ice maintenance service for USACE Baltimore District's Ft. McHenry Yard facility of approximately 2800 square yards of parking lots, approximately 0.25 miles of roadway, and approximately 400 square yards of sidewalks, loading docks, exterior stairways, building entrances, emergency exit doors, handicap ramps, flagpole area, and fire hydrants. All prospective bidders are encouraged to attend a site visit prior to submittal of bid and gain a good understanding of the project and its requirements, including all details necessary to appropriately submit its quote such as verification of quantities. This visual inspection will more than likely have an affect on the way prospective bidders will prepare their estimate for the work to be performed. The following work shall be performed for each storm event of snow accumulation and may require multiple applications of de-icing agents to maintain melting or refreezing ice to ensure safety conditions at areas identified at the site: Snow Plowing (snow depths up to 6") Blowing or Shoveling (snow depths up to 6") Snow Plowing (snow depths in excess of 6") Blowing or Shoveling (snow depths in excess of 6") De-icing Additional plowing per storm Performance Period - The snow/ice maintenance services listed will be performed for a period of twelve (12) months, with two option years, for a total contract period not to exceed three years. However, the Government recognizes that the normal snow/ice removal term is usually in the months of November through April. This requirement must be provided in strict accordance with the statement of work included in the request for quote (RFQ) that can be obtained from www.fbo.gov. Only those vendors who can provide the requirement EXACTLY as stated in the statement of work may provide a quote. All responsible sources may submit a quote which shall be considered by the agency. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. You must be registered with the System for Award Management (SAM) database to receive a government contract award. You may register with the SAM at https://www.sam.gov/portal/public/SAM/. All questions concerning this solicitation shall be submitted in writing via e-mail only to jackie.e.henderson@usace.army.mil no later than 14 March 2017 at 2:00 PM EST. This will allow for responses to be posted on FBO prior to close date of the solicitation.
