- SPAWAR HQ intends to modify the contract ordering ceiling amount on the existing Personnel Modernization (PersMod) Indefinite Delivery Indefinite Quantity (IDIQ) contract N00039-14-D-0001, competitively awarded to SRA International, Inc. (SRA) in June 2014 with an rdering period through June 2019. This action increases the ordering ceiling of $177M by $88M to $265M. The existing contract scope allows for the integration of common components and/or systems to reduce Total Ownership Cost (TOC) and/or enhance interoperability. This includes interoperability solutions across all tools and systems within the Personnel line of business as well as potential stand-alone or embedded capabilities to interface with each other and other outside systems that require integration with Navy personnel systems. The scope also allows for transition services to a future system that incorporates future functionality. This ceiling increase allows for the integration of the Government's existing Oracle PeopleSoft Global Payroll and other PeopleSoft software modules that were previously procured for the Navy under contracts supporting the Defense Integrated Military Human Resources System (DIMHRS) and Navy Standard Integrated Personnel System (NSIPS) programs. The intent is for the Government to capitalize on its existing perpetual software licenses and provision those software licenses and products for installation and integration as part of the NSIPS product baseline. NSIPS currently and historically uses a subset of the Navy's Oracle PeopleSoft product licenses. This action is driven by an acceleration of Navy Manpower, Personnel, Training and Education (MPTE) Transformation requirements to change business processes and leverage the Navy's investment in PeopleSoft products that have already been delivered and are available for integrating personnel and pay processes within NSIPS. Integrating the additional software modules into the NSIPS Commercial-Off-The-Shelf (COTS) baseline is necessary to accelerate critical de-customization and COTS business model transition work to support OPNAV N1 mission objectives by 4th quarter FY18. The Government continues to plan for the release of a competitive solicitation for the Personnel and Pay Modernization effort in support of the MPTE Transformation. The Government is establishing an on-line MPTE Technical Data Repository (TDR) to provide industry partners access to information relevant to the MPTE Transformation. The instructions and procedures to access that TDR will be announced via a separate FedBizOpps announcement. The Government intends to award a modification to increase the ordering ceiling value under the authority of 10 U.S.C. 2304(c)(1) (FAR 6.302-1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
