Description
THIS ACQUISITION IS FOR 100% NATIVE OWNED SMALL BUSINESS SET ASIDE UNDER THE BUY INDIAN ACT (25 U.S.C.) The offeror represents as part of its offer that it [ ] does [ ] does not meet the definition of Indian economic enterprise as defined in 14.80.201. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. A17PS00419 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. DESCRIPTION: This acquisition is set aside 100% Native Owned Small Business. In order to participate in this solicitation, vendors MUST qualify under the following NAICS Code is 721110, Hotels (except Casino Hotels) and Motels, Size Standards in millions of dollars of $32.5 and this NAICS code should be listed in the SAM profile. This is an urgency request. The Bureau of Indian Affairs (BIA), Navajo Regional Office intends to award a firm fix priced commercial item contract in response to the Request for Quotation (RFQ) for Conference Room rental in Albuquerque, New Mexico on March 31, 2017. Purpose is to provide professional development of Dine/Native language, culture, history, and government for all teachers of within Bureau of Indian Education and Tribally Controlled Schools across the Navajo Nation. QUOTE: 1.Rental of Four (04) Conference Room, $___________ and Audio Visual Equipment: $______________ for the Dine Language Symposium to be held on March 31, 2017 in Albuquerque, New Mexico. Please provide a breakdown on quote. (Please include all applicable tax, if applicable) $_____________________ Award will be made to the lowest priced offeror, whose quotation is conforming to the requirements herein, will be most advantageous to the Government, and is fair and reasonable. QUOTE SUBMISSION INFORMATION: To be considered for award, vendors must quote on all items/services listed in the solicitation. Quote submission must include the following items: 1.Section 17a, 23, 24, 30a, 30b, and30c completed per the attached SF 1449 document (include DUNS number on form) (include taxes if applicable) 2.IEE Representation 3.Acknowledgement of any and all amendments (if any) by completion of Section 8, 15a, and 15c on SF30 amendments documents. Award will be made to the lowest priced offeror, whose quotation is conforming to the requirements herein, will be most advantageous to the Government, and is fair and reasonable. INVOICE SUBMISSION AND PAYMENT: The Contractor shall comply with the DOI clause entitled ¿ Electronic Invoicing and Payment Requirements- Invoicing Processing Platform (IPP) (April 2013) ¿ located in the Provisions. Attachment A - Mandatory Clause Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice -A copy of the contractor ¿s invoice shall be included with the IPP invoice. If no invoice is attached, the Invoice will be rejected. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
