- In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL), located in Ann Arbor, Michigan is seeking to procure new Portable Emissions Measurement Systems (PEMS) to facilitate on-vehicle measurement of all light duty vehicle emissions for Carbon Dioxide, Carbon Monoxide, Oxides of Nitrogen, Hydrocarbons, and Particulate Mass. EPA seeks to purchase PEMS that will meet or exceed all of the requirements of the SOW and CFR Title 40 part 1065 subpart J as well as all requirements referenced therein, or subsequently. All tolerances are to follow the more stringent of subpart J and the SOW. All data rates are to follow the greater of those listed in subpart J and the SOW. It is the offerors responsibility to review applicable CFR references to ensure that their products meet all applicable requirements. The applicable CFR will be the CFR legally in force on the day of award. The NAICS Code is 334516, Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items. Award will be made on a Best Value basis. The Government anticipates award of a Firm-Fixed Price type contract.
