- THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT MARCH 20, 2017. PROJECT DESCRIPTION: The Bull Run Watershed Restoration Phase IV project base items will replace one undersized culvert with an aquatic organism passage structure on Forest Service Road (FSR) 7370 over Boundary Creek. A 15'-0" steel multi-plate culvert will be installed on pre-cast concrete footings and incorporate stream simulation. The base also includes roadway reconditioning FSR 7370 for 3.77 miles, installing drainage culverts, and improving surface drainage. There are four optional items in this project. Option one would include placing government furnished crushed aggregate on 3.77 miles of FSR 7370 along with placing pit run in places. Option two would replace an undersized culvert on East Fork Boundary Creek on FSR 7370. This would include installing an 11'-0" steel multi-plate culvert on pre-cast concrete footings and incorporating stream simulation. The third option is to replace an undersized culvert on Corral Creek and FSR 7366 with an 11'-0" steel multi-plate culvert on pre-cast concrete footings and incorporate stream simulation. Option item four is clearing and grubbing, roadway reconditioning of FSR 7366 for approximately 2.2 miles, constructing surface drainage, and installing drainage culverts. The instream window for all three aquatic organism passage structures is July 15th - August 15th. PROJECT LOCATION: This project is located in the Wallowa-Whitman National Forest on the Whitman Ranger District on Forest System Roads 7370 and 7366. To access the project area from Baker City, OR, take HWY-7 Southwest to Sumpter, OR, approximately 29 miles. Turn onto OR-420 and continue through Sumpter onto Baker County Road 24 and then Grant County 24 for approximately 16 miles. FSR 7370 is a loop road to the North of Grant County 24. The Boundary Creek culvert replacement is located on the West entrance of FSR 7370 approximately ¾ mile Northeast on FSR 7370 past the County Road intersection. Option item one begins at MP 0.00, the West entrance junction of FSR 7370 and Grant County 24. The East Fork Boundary Creek culvert replacement is approximately 2.8 miles Northeast on FSR 7370. FSR 7366 is located 1.5 miles West past FSR 7370 on Grant County 24; FSR 7366 is on the North side of Grant County 24. Option three, The Corral Creek culvert replacement is approximately ½ mile North on FSR 7366. Option four begins at the intersection of Grant County 24 and FSR 7366 and continues approximately 2.2 miles along FSR 7366. Contractors shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract.
