- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for services to execute a test of the Towed Aerial Lift of Naval Systems (TALONS) prototype aboard a Cyclone class coastal patrol vessel. The services provided by Marine Applied Physics Corporation (MAPC), will support Fleet experimentation with new technologies intended to improve and expand capabilities. The NAICS code is 541712 and the business size is 1000 (# of employees). The proposed purchase order is being solicited on a sole-source basis to Marine Applied Physics Corporation (MAPC), for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Maritime Applied Physics Corp is currently in possession of the TALONS prototype hardware and software while they are performing ongoing test and experiment on it. Maritime Applied Physics Corp (MAPC) has the functional knowledge of the hardware and software that will need to be used for the scheduled at-sea test. Due to schedule and funding available, the test must be conducted with existing TALONS prototype hardware and software, with only minimal modifications as required to support installation aboard the test vessel. The NSWCCD intends to award a firm fixed-price purchase order to Marine Applied Physics Corporation (MAPC) using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12 March 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 03/12/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
