Description
Sources Sought Synopsis with Contractor Capability Survey Sources Sought Synopsis We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to perform routine and unscheduled maintenance of C130H aircraft. The maintenance required under the proposed contract may consist of Programmed Depot Maintenance (PDM), Isochronal Inspections, modifications (Time Compliance Technical Orders), aircraft de-paint/paint and Unscheduled Depot Level Maintenance (UDLM). The projected work load schedule applying to this contract, which cannot be specifically defined or guaranteed, is approximately 2 to 3 PDM aircraft per year and 5-10 UDLM aircraft. Inspections and maintenance on previous C-130 UDLM contracts have averaged approximately 6500 hours per aircraft with outliers in excess of 15,000 hours. Currently expecting approximately 50,000 hours to be placed on contract. C-130H aircraft PDMs shall be performed in accordance with Attachment 1, FY17 Programmed Depot Maintenance Work Specification. C-130 Isochronal (ISO) Inspections shall be performed in accordance with TO 1C-130-6WC-15. Where specialized repairs outside the capabilities of the facility are required, USAF personnel must be permitted access to the facility. Modifications shall be performed in accordance with Time Compliance Technical Orders (TCTO). TCTOs will contain instructions and drawings required for the modification. Responsibility for obtaining TCTO kits and required tooling will be determined at the time the TCTO is placed on a specific task order. UDLM shall be performed in accordance with specifically tailored task orders that will be provided for each aircraft. Typical UDLM repairs are listed in Attachment 2 to this document. Flight crews certified to accomplish functional check flights in accordance with TO 1C-130A-6CF will be required for this contract. Deployable UDLM field teams will be required for this contract. Desired repair facilities geographical locations: Eastern US Western US Within 100 miles of Hurlbut Field Florida Middle East Western Europe East Asia Our acquisition strategy is a 5-year contract (basic plus 4 option years) and will continue through FY23.
