- Subject to final approval, The Bureau of the Fiscal Service (BFS), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to award to The Library Corporation- 1 Reseach Park Inwood, WV, 25428-9732 on a Sole Source basis for the purchase of TLC hosted solution and software support services for a base plus three (3) option years. TTB currently utilizes TLC software has a need to upgrade to the hosted solution for security purposes. The Lirbary Corporation, a women-owned small business, is the sole proprieter of TLC software and support. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. The Bureau of the Fiscal Service will consider all affirmative responses received no later than March 3, 2017 at 10:00 AM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it will be advantageous to the Government to switch providers for this requirement. A request for information will not be considered an affirmative response. Responses to this request can be emailed to purchasing@fiscal.treasuy.gov - Attention: MW/MG SS-TTB-17-028. If no affirmative response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole source award to The Library Corporation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
