Sources Sought Notice The Department of Veterans Affairs, Network Contracting Office 1 is seeking to contract with a company who can provide advisory, management and professional assistance to our Healthcare Organization in our efforts to obtain the Malcolm Baldrige Quality Award. The contractor will work with VA New England to deploy the Baldrige framework throughout the organization. This will include preparation strategies for all levels of the organization and will include the following objectives: Leverage the application and site visit as an opportunity for rapid learning and organizational development to focus improvement efforts and accelerate progress. Increase deployment of critical processes Engage and energize the workforce / leaders across and throughout VISN 1 Accelerate progress toward the vision of being the benchmark of excellence and value Contractor deliverables will include: Defined Approach with Deliverables and Outcomes Address how the contractor will assist VISN1 in meeting the defined objectives. Provide specific strategies, approaches and outcomes. Identify roles and responsibilities for the contractor and for VISN 1Team. Conduct Training Provide training to VISN leadership designed to increase their understanding of Baldrige to assist them in fully integrating the use of the Baldrige framework into their work. Address the Following Questions: What are the key phases of work and a timeline for completing? How will this engagement increase workforce engagement and deployment? What types of training will be provided? To whom? How does this plan change if VISN1 becomes a national recipient in 2016 or not? What specific related experience does the contractor have? Please provide references for related work. CONTRACTOR REQUIREMENTS: We are looking for a contractor that has experience with helping healthcare organizations obtain the Baldridge Award. We would like to know from an industry perspective if the following contractor requirements are appropriate for achieving an experienced contractor that will help us meet our organizational goals? (a) Contractor must have worked with a minimum of 3 or more prior healthcare Baldrige recipients please provide names and references. (b) Contractor must be a consulting practice led by a physician who can bring a clinician s unique perspective to achieving organizational excellence in a health system setting. (c) Contractor must have members who have served as National Baldrige judges, who can provide significant insights and important clues regarding the judges deliberations and organizational readiness are needed to become a national award recipient. (d) Contractor must have prior experience working within the VA environment.
