Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and Other Wiring Installation Contractors, size standard is $15.0M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Contractor will provide all materials, equipment, and labor required to install one Oxygen Analyzer with Detector Probe for Boiler #3 at the Palo Alto Division. Contractor will replace the existing model Oxygen Analyzer at the boiler control panel with a new model. The wiring between the new analyzer and probe will be replaced with new wiring. Shielded wiring will be used for signal wire between analyzer and probe as required by system manufacture. The wiring will be installed in the existing rigid conduit that was originally installed for that purpose. The existing Oxygen Analyzer and Detector (sensing) Probe will be left at the site for the possibility of future use the boiler plant supervisor. The removing procedure will be such as to avoid damage and preserve the operational condition of the units. The new Oxygen Analyzers manufacture will be Yokogawa model ZR402G Separate type Zirconia Oxygen Analyzer, Converter semi-flush mounted compatible with a model ZR22G Separate type Zirconia Oxygen Detector (sensing probe). The length of the new probe to be installed will match the existing probe length requirements for the 29 diameter stack. The manufacture requires detector be inserted a minimum of 10 into stack for exposure to flue gas stream) The contractor will mount the Oxygen Analyzer and Detector Probe at the existing locations. The installing contractor shall fabricate (may require design concept) or purchase any adapting mounting materials required for proper mounting of units. The contractor will test for proper operation of the new Oxygen Analyzer and Sensing Probe Units. The new units will be connected to the existing reference air and calibration gas flow manifold/panel. The contractor will set the low O2 alarm and trip at the setting required for the individual boiler burner management system. The Government requests that interested parties provide the following capability information to the Contract Specialist, Olivia Duarte by e-mail at: olivia.duarte@va.gov by close of business March 09, 2017: (a)  Business Size (Large/Small) (b)  Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d)  DUNS number (e) Ability and experience with similar projects. (f) List of projects similar in scope. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
