- Pre-Solicitation Notice RFP-200-1357-CS The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry center (RRC) and MINT services (in-house RRC beds) and Home Confinement services (home confinement placements services within a 150 mile radius of the RRC) for male Federal offenders held under the authority of United States Statutes located within Springfield, Illinois area within one of the following counties Sangamon, Morgan or Menard Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, October 2016 (Corrected)" (see attached). Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be a Firm-Fixed Price contract for services with a one-year base period, and four one-year options periods. The Bureau requires 25 RRC beds and 13 spaces for home confinement and 2 beds for MINT services. The Bureau will entertain any and all offers proposing a minimum of 25 RRC beds. All proposals must provide for home confinement placements in the amount of 52% of the proposed residential beds. Offers proposing less than 25 RRC beds and/or less than the corresponding home confinement placements will not be considered. It is the intent of the Government to award all three line items (RRC in-house beds, MINT and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. The solicitation will be available on or about March 16, 2017 and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP-200-1357-CS will be on or about May 17, 2017. All responsible sources may submit a proposal which will be considered by this agency. No collect calls will be accepted. No telephone requests or written requests for the solicitation will be accepted. Faith-Based and Community Organizations Faith-Based and Community Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
