Description
KC-10A Joint Reliability and Maintainability System (JRAMS)/ Long Term Health Management System (LTHMS) The United States Air Force, through the Legacy Tanker Division (AFLCMC/WKD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Joint Reliability and Maintainability System (JRAMS)/Long Term Health Management System (LtHMS). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330 with a Small Business Size Standard of $38.5M. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. A. The KC-10A JRAMS/LTHMS is the culmination of a three-year Productivity, Reliability, Availability and Maintainability (PRAM) project to develop/field a web-based, user friendly, computer information system that combines legacy system maintenance and supply data with appropriate analysis tools into a single interface. As presently fielded, JRAMS/LTHMS consists of ten assessment tools including 1) Query Wizard (web-based guided query for weapon system information); 2) Automated Trigger Based Item Management (using Statistical Process Control to identify potential problem areas); 3) System Explorer (using WUCs as the discriminator to obtain data from the database) ; 4) an Automated Reports Generator, 5) Altimeter Data Viewer (analysis of aircraft altimeter accuracy); 6) Topcoat Inspection Manager (provides data collection, analysis, and reporting for topcoat inspection data); 7) Maintenance Process Analyzer (provides visual analysis of aircraft status and associated maintenance activity); 8) Fleet and Work Unit Code Dashboards; 9) Aircraft Availability Assessment Model; and 10) Flight Data Recorder Sensor Analyzer (provides verification of aircraft sensors). B. LTHMS is a module to the Joint Reliability and Maintainability System (JRAMS) which is registered in the Corporate Data Repository System as data system designator A400. Additionally, JRAMS is recognized as a Department of Defense (DoD) System with a Defense Integration Support Tools (DIST) registration number of 99007820. C. LTHMS is presently being successfully utilized by AFLCMC/WKD personnel to track the performance of critical KC-10A indicators, monitor the performance of over 56,000 KC-10A items, obtain data to support day-to-day maintenance of the system, and identify trends to support critical safety programs on the fleet such as the Functional Systems Integrity Program (FSIP). In short, LTHMS is an information/analysis tool that is critical to the effective monitoring/managing of the health of the KC-10A fleet. D. All necessary engineering services required to maintain/upgrade the structure and operation of the KC-10A JRAMS/LTHMS will be acquired. This shall include as a minimum the daily care/upkeep of the JRAMS/LTHMS database, implementation of new data elements and/or standard reports, and update cross-reference tables. The services performed on this contract will be performance-based in accordance with AFI 63-124. Capability Survey Questions 1) Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. 2) Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3) Describe your capabilities and experience in managing software related projects, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
