Description
The Naval Sea Systems Command intends to procure, through full and open competition, Machinery Control Systems (MCS) on a firm fixed price basis as part of the DDG-51 Ship Class Modernization Program and the DDG-51 New Construction Shipbuilding Program. A MCS shipset shall consist of Universal Control Consoles (UCCs) and Data Interface Unit (DIU) cabinets. The system shall be capable of being integrated onboard in-service DDG-51 class ships and also on ships being constructed in the shipyard. The MCS system shall be designed to provide the computing platform that will support the operation of Government Furnished computer programs. The MCS equipment and computer programs, as a complete system, will monitor and control the ship's propulsion, power, and auxiliary systems. This procurement is planned to include a basic requirement for qualification testing and non-recurring engineering, with five production option years for up to a total of 60 systems plus additional land based site equipment and software sets, training sets, spare parts and engineering services during a five year period of performance. Some technical specifications to this solicitation will include Distribution Statement D marking meaning access is restricted to DoD and DoD contractors only. These documents will be accessible through a controlled access area on FBO in which registration will be required by interested parties. No industry day is planned for this procurement. Draft Sections B and C are being released for industry review and comment. The draft specification is also being posted with restricted access (Distribution Statement D: Distribution Authorized to the DoD and US DoD contractors only - Critical Technology) and recipients of this information must exercise good judgment on what parts of this technical information they deem necessary to share with suppliers who meet the requirements of the distribution statement. Industry comments to the draft documents are requested no later than 20 March 2017.
