- The Department of Veterans Affairs, Network Contracting Office 7 located in Charleston, SC intends to issue a sole source firm fixed priced contract to York Telecom Corporation, 81 Corbett Way, Eatontown, NJ 07724-2264. York Telecom Corporation will furnish all labor, material, equipment and transportation necessary to complete turnkey installation of the Phillips Healthcare TeleICU System at the Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401-5703. This requirement will be sole sourced due to the fact that York Telecom Corporation is the only Value-Added Reseller (VAR) certified by Phillips Healthcare to assemble, install and support the Vidyo-based in-room and mobile A/V devices required to operate the TeleICU Program. The TeleICU Program is comprised of proprietary software and support services. Licenses to expand the TeleICU Program and the services necessary to support it are available only from Phillips Healthcare. No other vendor is authorized to license or support the Phillips TeleICU Program. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), soliciting from a single source. The NAICS code utilized for this procurement is 334310 Audio and Video Equipment Manufacturing with a Small Business Size Standard of 750 Employees. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 3:00 P.M. EST, March 9, 2017 to: steven.bentley@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
