- Request for Information Product Manager Air Traffic Control, Air Traffic Control Common Simulator Engineering Services Support Request for Information. The Army is in need of engineering services related to the Air Traffic Control Common Simulator (ACS). The Product Manager, Air Traffic Control (PM ATC) Systems seeks information, comments and suggestions from vendors who would be interested in performing in a prime contractor role for these efforts. This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal or as an obligation on the part of the Army to acquire and products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Army will arise as a result of contractor submission of responses to this announcement or the Army use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Army does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The intent of this RFI is to understand what services are available to support the ACS model DMAX180D-LX Max Sim software. The ACS system provides realistic training for the US Army air traffic controllers when not engaged with air actual air traffic while operating in an ATC system. The ATC simulator simulates a start to finish control effort, meaning Mobile Tower System (MOTS) simulation at the airfield for take-off/landing under day or night conditions, Visual Flight Rules (VFR), Instrument Flight Rules (IFR) and Special Visual Flight Rules, and radar simulation for surveillance and precision approach (ATNAVICS). General •1. Provide a brief description of your company's expertise in and qualifications for providing Engineering Services in support of proprietary MaxSim Software. •2. Provide detailed examples of your company's experience in software modification and maintenance. Also, provide and describe examples of your company's integrated approach to production, enhancements and repairs and maintenance of previously-produced software. •3. Identify any applicable commercial and military sales history including date, contract number, and customer. Technical •1. Describe the qualifications of your engineering staff, and their experience in the software development, production, modification and maintenance of Simulator and Trainer systems. •2. Describe your company's software development experience in the areas of Software Development Plans, Code Development, Code Modification/Maintenance, Software Documentation, Software Safety/Hazard Analysis, Software Development Testing, Data Reduction and Analysis, Configuration Control, collaborative software development, and 2D/3D graphics. •3. Describe your company's experience with software modification to include incorporation of Army Golden Master Operating Systems, Graphical User Interfaces, implementation of Military Standard Tactical Data Link protocols and configuration management of software baseline changes. •4. Describe your company's experience with Information Assurance Vulnerability Management (IAVM) and conduct of IAVM Compliance procedures. •5. Describe your company's experience with development of Interactive Multimedia Instruction and Computer-Based Training. Desired response format : The Government desires that responses be submitted via email in an electronic format that is compatible with Microsoft Office, and that they address each of the above characteristics and any other important technical aspects of the product. Participants are also encouraged to complete the short Contractor Capability Survey (below) as well. Responses must be received no later than close of business March 17, 2016.
