- VA119A-17-R-0010 A00002 INTRODUCTION This is a pre-solicitation notice and not a request for proposals (RFP). INFORMATION The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Loan Guaranty Services (LGY) requires a Service Provider that performs the following services in a defined, accurate, timely, measurable, and fiscally responsible manner that protects the interests of the VA: 1. Real-Estate Owned (REO) management and asset disposition; 2. Loan servicing; 3. Loan sale preparation; and 4. Vendee loan origination. The Service Provider shall provide and manage Real Estate Owned and Portfolio Services Contract (RPSC) services for the VA. The services include property management, and loan sale activities. In addition, the Service Provider shall continuously update and enhance information made available to the VA, technology and the performance of their overall service delivery, in a manner consistent with industry standards as defined by VA. LGY has a current hybrid Firm-Fixed Price/Cost Reimbursement contract that manages the VA s REO properties and provides servicing to VA s portfolio of loans. The contract is with Vendor Resource Management, Inc., and expires on April 15, 2017. This re-compete will cover all 50 States, territories and possessions, the District of Columbia, the Commonwealth of Puerto Rico and the Commonwealth of the Northern Mariana Islands. CONTRACT TYPE The contract type will be hybrid Fixed Price Incentive Fee/Time and Materials contract, covering a 10 year period of performance, inclusive of options. NAICS The North American Industry Classification System (NAICS) code(s) for this requirement is 531311, Residential Property Managers, which has a size standard of $7.5 Million. This is anticipated to be a full and open competition solicited through the Government Point of Entry website www.fbo.gov using both FAR 12 and FAR 15.
