- DESCRIPTION 1.1 International Trade Administration Office is seeking information for a brand name or equal database to UN Comtrade Database which is managed by the United Nations that provides bilateral (country to country) goods trade data at the 6-digit HS level collected from over 150 countries. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. BACKGROUND 2.1 Mission and Vision The International Trade Administration (ITA) strengthens the competitiveness of U.S. industry, promotes trade and investment, and ensures fair trade through the rigorous enforcement of our trade laws and agreements. ITA works to improve the global business environment and helps U.S. organizations compete at home and abroad. The purpose of the office of Trade and Economic Analysis (OTEA) within ITA is to provide data to the world market. The requirement is to obtain a premium site license for the UN Comtrade System which will continue the mission as required within OTEA. OBJECTIVES 3.1 The Objective is to provide a premium site license to the data base which will allow continual access to the latest UN Comtrade data; this will then be input into ITA's Trade Policy Information System (TPIS). The data is collected by the United Nations from their member countries and the database is continually updated as countries report data. A premium site license (subscription) allows ITA to bulk download data from UN Comtrade to load into our internal trade database (TPIS) where it can be used with ITA-specific querying features and included in other TPIS-based data tools. REQUIREMENTS 4.1 The data are collected by the United Nations from their member countries and the database is continually updated as countries report data. 4.2 A premium site license (subscription to the data base) allows ITA to bulk download data from UN Comtrade to load into our internal trade database (TPIS) where it can be used with ITA-specific querying features and included in other TPIS-based data tools. RESPONSES 5.1 Interested parties are requested to respond to this RFI with a white paper. 5.2 White papers are due no later than 14 March 2017, 10:00 AM EST. Responses shall be limited to 20 pages and submitted via e-mail only to Monica.Brown@trade.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 5.3. The white paper shall provide administrative information, and shall include the following as a minimum: A. Name, mailing a11210ddress, phone number, fax number, and e-mail of designated point of contact. B. Description of capability to meet the requirements of this procurement. C. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 511210, Software Publishers. "Small business concern" means a concern, including its affiliates, that are independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $38.5 million dollars in annual receipts. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions may apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the services as described above. The information provided in the RFI is subject to change and is not binding on the Government. The Department of Commerce has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
