- Ex Vivo Verification of Hard and Soft Acid-Base (HSAB) Rank Predictions for Protein Adducts and Histopathology. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is RFQ-RT-17-00032 and the solicitation is being issued as a 100% small business set aside Request for Quotation (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-77. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a firm-fixed price purchase order using FAR Part 13 Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code 541380 ¿ Testing Laboratories, which has a size standard of $15.0. This procurement is for Ex Vivo Verification of Hard and Soft Acid-Base (HSAB) Rank Predictions for Protein Adducts and Histopathology. The period of performance of this purchase order shall be a 12-month base period and one 12 month option period. The following FAR provisions apply to this solicitation: 52.212 1, Instructions to Offerors -Commercial Items, FAR 52.212-2, Evaluation ¿ Commercial items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: 1. Adequacy of Quality Management Plan (QMP) in EPA requirements R-2, as described in http://www.epa.gov/quality/qa_docs.html#noneparqt.. 2. Ability to use proteomic and histopathological approaches to verify neurotoxic outcomes as predicted by Hard and Soft, Acids and Bases (HSAB) models of chemical reactivity and evidence of peer-reviewed publications using proteomic and histopathological or similar processes. 3. Demonstrated ability to perform the requirement to use mass spectrometric approaches and silver staining methods to identify protein adducts and neurodegeneration. 4. Demonstrated ability to meet the schedule of deliverables as specified in the Statement of Work. 5. Past Performance ¿ Submit a list of 3 customers for whom like or similar work have been performed within the past 3 years. Include specific points of contact and phone numbers. Past performance will be evaluated on 1. quality of product or service 2. timeliness of performance (ability to adhere to deadlines) and 3. overall customer satisfaction. 6. Price - Award will be made to the offeror whose offer conforms to the request for quotation and represents the best value to the Government. For this award, best value will be determined based on technical adequacy, past performance and price. For this requirement, technical is significantly more important than price. In accordance with FAR 52.204-7(b)(1) System for Award Management, all prospective awardees shall be registered in the SAM database prior to award, during performance, and through final payment of any contract or purchasing agreement resulting from this solicitation. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications ¿Commercial Items. The following FAR clauses apply to this acquisition: 52.212 4, Contract Terms and Conditions Commercial Items. All technical questions are to be forwarded through the FedConnect website, under RFQ-RT-17-00032. Questions are due March 13, 2017 by Close of Business (COB). ALL FURTHER INFORMATION RELATED TO THIS SOLICITATION WILL BE LOCATED AT THE FEDCONNECT WEBSITE. Please submit copies of the technical and price proposal to U.S. Environmental Protection Agency, RTP Procurement Operations Division, through the FedConnect website, under RFQ-RT-17-00032. The price proposal should include a separate amount for the base period and a separate amount for the option period. The offeror shall also propose for an Optional Year. All offers are due by March 21, 2017 at 12:00 p.m. (noon), EST. No telephonic or faxed requests will be honored. E-mail proposals are not acceptable.
