Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 1019720297_01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-03-09 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be SPRINGFIELD, VA 22153 The Department of State requires the following items, Brand Name or Equal, to the following: LI 001: VoyagerESR is an embedded services router which includes an integrated Cisco 5915 ESR, PoE-enabled switch, FXS, and removable Voyager Ignition Key (VIK) enclosed in a rugged fanless chassis. Features include two (2) routed and twelve (12) switched RJ-45 E thernet ports (4 PoE), and RJ-11 FXS. The Cisco 5915 Advanced Enterprise Services Cisco IOS Software is sold separately KLAS-VOY-ESR-R1.0, 3, EA; LI 002: Cisco 5915 ESR Advanced Enterprise Services software license for 5915 ESR (Cisco part # S591AES, 3, EA; LI 003: Cisco SMARTnet provides: global 8x5 access to Cisco Technical Assistance Center (TAC); access to online knowledge base, communities and tools; next business day replacement of 5915 ESR or ESS 2020 component to Klas services depot; operating system softwar e updates; and smart, proactive diagnostics for one (1) year., 3, EA; LI 004: Klas Technical Assistance Center (KTAC) access provides: global 24x7 access to Klas Knowledge base; email and phone support; and access to Klas software/firmware updates for a period of one (1) year. This option applies only to the VoyagerESR, VoyagerSW 14, VoyagerSW24, VoyagerVM2610, VoyagerVM3612, VoyagerLMR4, VoyagerLMR8, VoyagerCBM-100, VoyagerNAS, VoyagerSync, Voyager5940, and m-Series modules KLAS-SRVC-KTAC1, 3, EA; LI 005: Voyager Module Extended Hardware Warranty provides one (1) year warranty to cover defects in material and workmanship and is subject to the terms and conditions of warranty provided at purchase (available at www.klastelecom.com/legal). Extended warranty m ust be purchased at time of hardware purchase and is subject to purchase of Cisco SMARTnet (if applicable) and KTAC support. This option is applicable only to VoyagerESR and VoyagerERm m-Series modules KLAS-WNTY-VMW1, 3, EA; LI 006: Voyager 1 Chassis is a Lithium Ion battery that serves as a backplane for all Voyager network modules. It provides 12V or 24V DC output for external devices including Persistent Systems' Wave Relay MPU and GFE HAIPE devices (such as KG-250X, KIV-54 SECNET and Mini-Catapan). AC/DC power supply included KLAS-VOY-CHAS1-R1.0, 3, EA; LI 007: Klas Technical Assistance Center (KTAC) access provides: global 24x7 access to Klas Knowledge Base plus email and phone support for a period of 1 year. This option applies only to the Voyager 1 Chassis, Voyager 2 Chassis, Voyager 8 Chassis, VoyagerFX2, Vo yagerHAIPE, VoyagerTR, and Voyager Express Transit Case w/ PSU. KLAS-SRVC-KTAC2, 3, EA; LI 008: Shipping and Handling, 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. No exceptions or qualifications. New equipment ONLY, NO grey market or refurbished products. Items must be in original packaging, never used, and not altered in any way. Components of the requested equipment, to include memory, must be manufacturer-approved and may not be compatible, remanufactured, or refurbished equipment. All items must be covered by manufacturer ™s warranty and procured through a manufacturer approved distribution channel. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. The Seller confirms to have sourced all products submitted in this Bid from manufacturer-approved channels for Federal sales, in accordance with all applicable laws and manufacturer ™s current applicable policies at the time of purchase. Seller must be able to support both the product sale and product pricing, in accordance with applicable manufacturer certification / specialization requirements. If software is provided or included, Seller shall, upon request, provide Buyer with a copy of the End User License Agreement. Seller certifies that all software is licensed originally to Buyer as the original licensee authorized to use the software. All bid prices must include shipping FOB Destination. No partial shipments are permitted, unless otherwise specified by Contracting Officer at time of award. To be considered for award, all Sellers must be manufacturer federally authorized distributors/resellers of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the timeframes specified by the Buyer on the award. Sellers shall be required to provide documentation as proof of authorization to be considered for award.
